mall and medium-sized enterprises (SMEs) in Iran, there are industries with less than 150 employees and more than 92% of the number of industries in the country. Also, 45% of employment, 16.8% of value added and 17% of exports of industry are related to these industries. The growth and development of these industries in terms of their importance have always been the focus of managers and senior officials of the country and have been constantly looking for ways to eliminate their barriers and problems and keep their technology and competitiveness up-to-date. One of these strategies is their cooperation with the universities. The benefits and consequences of this cooperation will not be one-sided and the university in its evolutionary process to respond appropriately to stakeholders and achieve technology-based entrepreneurship will inevitably cooperate with less industries. Despite its importance, this cooperation has received less attention in previous research. The purpose of this research is to design and explain an entrepreneurial cooperation model between the university and SMEs in Iran. In fact, the purpose of the research is to answer two questions: 1.What are the elements and conditions of development for entrepreneurial cooperation between the university and SMEs in Iran? 2. What are the strategies for entrepreneurial cooperation between the university and SMEs in Iran? To answer the research questions, the qualitative research strategy of grounded theory has been used with the approach of Strauss and Corbin and its combination with the stakeholder analysis strategy. In this research, from the opinions of 13 experts and 27 stakeholders, including owner/managers and employees of SMEs, students and university graduates, university professors, staff and administrative managers of the private and public by purposeful sampling and sample. Data collection was conducted through a library studies, questionnaire, semi-structured interview and observation. Data analysis in the first stage (open coding) includes 360 initial codes and in the second stage (axial coding) includes 81 concepts and finally in the selective coding stage includes 6 main categories based on which the paradigm model research has been extracted. Based on this paradigm model, the goals and motivations of entrepreneurial cooperation were introduced as the causal conditions, entrepreneurial cooperation between the university and SMEs was introduced as the core category, environmental issues and the entrepreneurship cooperation ecosystem were introduced as the context conditions, the context and infrastructure of entrepreneurial cooperation were introduced as the intervening conditions and entrepreneurial cooperation consequence was introduced as the model consequence. Also, according to the research results, "Strategies of Entrepreneurial Cooperation Model between University and SMEs" are: 1. Private sector intermediary broker 2. Technology-based companies 3. Indigenous model Jihad-based and 4. Model of entrepreneurial university.
