Resilience has become a major concern for cities these days; So it is important to pay attention to it, especially in cities that are seismic. But despite this importance, urban management is weak in dealing with it, and sometimes cities suffer more damage in the event of an accident. Since urban resilience is a very important and of course new issue, it also faces challenges. Because urban resilience has different dimensions, each of which needs serious study so that managers, engineers and experts have a more open and better view of the issue that the city can recover in the shortest possible time after each incident. In the meantime, resilience and sustainability will be the main goals of future cities. The irreparable consequences of natural disasters and the social, economic and environmental damage of contemporary cities have made the concepts of sustainability and resilience largely interrelated. In this regard, after giving explanations about resilience and its application in cities and reviewing studies and researches done in this field, a model was developed by Etrachali in order to quantitatively evaluate urban resilience. Etrachali's proposed model is based on resilience indices, which, by considering the city as a complex system consisting of several different parts and interacting with each other, uses the urban resilience indices to quantify resilience. . For this purpose, after the development of resilience index system by him, the presented indicators were weighted using Analytic Hierarchy Process (AHP); Then, this model was implemented in Qom city and since it was not possible to study the whole city of Qom, due to lack of time, regions 3 and 4 were used as urban samples and the value of each index in regions 3 and 4 of Qom city based on a five-stage scale. Was determined and finally, using the proposed relationships, the final rate of urban resilience was calculated. The final rate of urban resilience was estimated to be 0.29 for Qom region 3 and 0.39 for Qom region 4. Experts' views were also divided to determine the differences between their views and their impact on urban resilience. Quantifying resilience helps officials, policymakers, and researchers to better understand it, and by quantifying this concept, its place in crisis management policies can be emphasized to facilitate and achieve the ultimate goal of preserving people's lives, property, and livelihoods.
