هدف اصلي پژوهش، بررسي ميزان آمادگي سازمان فني و حرفه اي كشور در مهارت آموزي بر پايه فناوري اطلاعات در طرح ايران مهارت و شناسايي عوامل موثر براي اندازه گيري اين ميزان آمادگي است. پژوهش از نظر هدف كاربردي، از نظر داده¬ها آميخته اكتشافي و از نظر روش اجرا بر مبناي نظريه داده بنياد و به روش پيمايشي مقطعي مي باشد. در بخش كيفي پژوهش، 20 نفر از خبرگان انتخاب شدند و از طريق مصاحبه و فن دلفي به شناسايي شاخص¬هاي " ارزيابي ميزان آمادگي سازمان آموزش فني و حرفه اي كشور در استفاده موثر از فناوري اطلاعات در طرح ايران مهارت " پرداخته شد. همچنين جهت اجراي بارش مغزي نيز 20 نفر از خبرگان انتخاب شدند. يافته¬هاي حاصل از مصاحبه¬ها با استفاده از نظريه داده بنياد، در سه مرحله كدگذاري ( باز، محوري و انتخابي) شدند و نتايج طي دو مرحله اجراي فن دلفي و يك جلسه بارش مغزي به تاييد رسيدند. در نهايت 59 گويه و 10 بعد شناسايي شد. در ادامه، پرسشنامه مورد نياز پژوهش با استفاده از نتايج مذكور جهت اندازه گيري ميزان آمادگي سازمان آموزش فني و حرفه اي كشور در استفاده موثر از فناوري اطلاعات در طرح ايران مهارت با بررسي 5 منطقه منتخب شهرداري تهران طراحي شد. جامعه آماري پژوهش در مرحله كمي كليه كاركنان، كارآموزان، مربيان آموزش فني و حرفه اي مناطق 22 گانه تهران بودند كه به روش نمونه گيري تصادفي طبقه اي پنج منطقه شهرداري تهران (مناطق : 1و3 و 4و 6 و7 ) به عنوان نمونه انتخاب و پرسشنامه مورد نظر را تكميل نمودند. براي تجزيه و تحليل داده ها در مرحله كمي از آمار توصيفي استفاده شد. بر اساس نتايج حاصله از اين تحقيق در حال حاضر ميانگين آمادگي سازمان آموزش فني و حرفه اي كشور براي ورود به عرصه آمادگي استفاده موثر از فناوري اطلاعات در طرح ايران مهارت در سطح مطلوب قرار دارد كه بيانگر آمادگي مناسب براي ورود به اين عرصه است.

Indentifying the indicators and asseamenting readiness of technical and vocational training organization in using information technology effectively,in Iran Skill study (in 5 selected quarters in city Tehran)

The main purpose of this study is to investigate the readiness of the technical and professional organization of the country in skills training based on information technology in the Iran Skills Plan and to identify the effective factors for measuring this readiness. In terms of applied purpose, research is exploratory mixed in terms of data and in terms of implementation method is based on data theory and cross-sectional survey method. In the qualitative part of the research, 20 experts were selected and through interviews and Delphi technique, the indicators of "Assessing the readiness of the Technical and Vocational Education Organization in the effective use of information technology in the Iran Skills Pl@n" were identified. Also, 20 experts were selected to perform brainstorming. Findings from the interviews were coded in three stages (open, axial and selective) using data foundation theory, and the results were confirmed during two stages of Delphi technique implementation and one brainstorming session. Finally, 59 items and 10 dimensions were identified. Then, the questionnaire required for the research was designed using the results to measure the readiness of the Technical and Vocational Education Organization in the effective use of information technology in the Iran Skills plan by examining 5 selected areas of Tehran Municipality. The statistical population of the study in the quantitative stage were all staff, trainees, trainers and technical and vocational education staff in 22 districts of Tehran, which were selected by stratified random sampling in five districts of Tehran Municipality (districts: 1, 3, 4, 6 and 7) as a sample. They selected and completed the desired questionnaire. Structural equations were used to quantitatively analyze the data. Based on the results of this study, at present, the average readiness of the Technical and Vocational Education Organization to enter the field of readiness for effective use of information technology in the Iran Skills Plan is at the desired level, which indicates proper readiness to enter this field.
