سرمايه انساني عامل موثري در رشد و توسعه اقتصادي، پر كردن شكاف عميق تكنولوژيكي و افزايش نقش مزيت نسبي اكتسابي كشورهاي در حال توسعه، محسوب مي‌شود. به همين منظور سهم قابل توجهي از منابع آنها صرف آموزش نيروي انساني مي شود. اما زماني كه بايد سرمايه انساني مورد بهره‌برداري قرار گيرد، با مقوله اي به نام مهاجرت به كشورهاي پيشرفته مواجه مي شوند. بنابراين شناسايي علل مهاجرت نخبگان و متخصصين به غرب و ارائه راهكارهاي مورد نظر مي‌تواند در جلوگيري از خروج آنها و افزايش ضريب ماندگاري آنها موثر باشد. لذا هدف اين پژوهش شناسايي اين عوامل و ارائه راهبردهايي جهت ماندگاري يا برگشت پذيري اين افراد به كشور مي‌باشد. پژوهش حاضر با روش كيفي رويش نظريه‌ها و با رويكرد استراوس و كوربين، به منظور تحليل عميق مصاحبه‌هاي انجام شده با نخبگان و متخصصيني كه قصد و يا تجربه مهاجرت را داشتند انجام شده است و در اين راستا علل، راهكارها و نتايج حاصله حول سه مقوله محوري عوامل اقتصادي و سطح رفاه زندگي، ارتقاء علمي و عوامل سياسي و اجتماعي در قالب يك مدل تئوريك بيان شد و مشخص گرديد با عمل به راهبردهاي مطرح شده مي توان اميدوار به ماندن يا بازگشت نخبگان، كه همان هدف اصلي اين پژوهش مي‌باشد، بود. به منظور اعتباريابي كيفيت اين پژوهش 4 معيار مقبوليت نيز مورد ارزيابي قرارگرفت.

Finding the root causes of the tendency of elites and professionals to migrate to the West with the approach of advanced science and technology and evaluating its aspects

Human capital is an effective factor in economic growth and development, bridging the deep technological gap and increasing the role of the comparative advantage gained by developing countries. To this end, a significant portion of their resources is spent on manpower training. But when human capital has to be exploited, they are faced with a category called migration to developed countries. Therefore, identifying the reasons for the migration of elites and professionals to the West and providing the desired solutions can be effective in preventing their departure and increasing their survival rate. Therefore, the purpose of this study is to identify these factors and provide strategies for the survival or return of these people to the country. The present study was conducted with a qualitative grounded theory and with the approach of Strauss and Corbin, in order to in-depth analysis of interviews with elites and professionals who intended or experienced migration and in this regard, the causes, strategies, and results around three central categories. Economic factors and standard of living, scientific promotion, and political and social factors were expressed in the form of a theoretical model and it was found that by practicing the proposed strategies, one can hope for the stay or return of elites, which is the main purpose of this study. In order to validate the quality of this research, 4 acceptance criteria were also evaluated.
