در سازمان‌هاي پروژه محور مهمترين و پيچيده ترين وظيفه و دغدغه انتخاب پرتفوي پروژه با حداكثر بازدهي مي¬باشد بنابراين با توجه به اهميت پورتفوي پروژه در سازمان‌هاي پروژه محور، و نياز به استفاده از ابزارهاي مناسب جهت انتخاب بهينه پروژه‌ها به ويژه در مواجهه با شرايط عدم قطعيت، ضروريست با نگاهي جامع پارامترهاي اصلي موثر بر موضوع، در ارتباط با يكديگر تحليل شود. در اين تحقيق ابتدا مطالعات پيشين مورد بررسي قرار گرفته و با مرور تعاريف و مفاهيم اصلي و پركاربرد اين حوزه، به تشريح مطالعات انجام شده تا كنون پرداخته شده است و سپس با جمع بندي موضوع، شكاف‌هاي تحقيقاتي احصاء شده و با دسته بندي و مقايسه روش‌ها و ابزارهاي انتخاب پروژه در پورتفو، مشخص گرديد كه روش تحليل پوششي داده‌ها مزاياي مهمي دارد كه مي¬تواند به عنوان يك روش قابل اتكا براي حل مسئله انتخاب پورتفوي بهينه از آن استفاده نمود. نكته¬اي كه در بررسي مطالعات پيشين مشاهده مي¬شود اين است كه، كمتر به ارتباط بين پروژه‌ها و تاثير متقابل آنها پرداخته شده است. ايده محوري اين تحقيق استفاده از روش تحليل پوششي داده‌ها در شرايط بكارگيري ارتباط بين پروژه‌ها و عدم قطعيت مبتني بر تاثير پروژه‌ها بر روي يكديگر در حصول اهداف پروژه‌ها براي ارائه يك مدل جامع مي¬¬باشد. همچنين سعي شده با لحاظ نمودن پارامترهاي برگرفته از مبحث توسعه پايدار در ورودي و خروجي پروژه‌ها در روش تحليل پوششي داده‌ها، اطمينان بالاتري از كاربردي شدن مدل بدست آيد. علاوه بر موارد ذكر شده مدل جامع پيشنهادي تحقيق اين اطمينان را به وجود مي¬آورد كه از منابع سازماني حداكثر استفاده انجام و حداقل اهداف سازماني براورده شود. مدل پيشنهادي اين تحقيق ابتدا روي داده‌هاي مربوط به 37 پروژه مقالات پيشين مورد بررسي قرار گرفت و نشان داده شد كه با تك هدفه حل نمودن مسئله، نتايج گزارش شده قبلي، توسط مدل پيشنهادي نيز محقق مي¬¬شود و به علاوه ضعف مدل‌هاي قبلي در مدل پيشنهادي مرتفع مي¬گردد. در نهايت مدل پيشنهادي در بررسي پروژه‌هاي واقعي مربوط به يك شركت با 21 پروژه مورد استفاده قرار گرفت و پورتفوهاي منتخب توسط مدل پيشنهاد گرديد تا مبتني بر اهداف و استراتژي مد نظر سازمان مورد بهره برداري قرار گيرد.

Project Portfolio selection using Data Envelopment Analysis method under criticality

The most important and complicated task and concern in project-oriented organizations is to choose a project portfolio with maximum efficiency; therefore with considering the importance of project portfolio in project- oriented organizations and also the demand of using appropriate methods in order to optimal project select specially encountering uncertainty condition, it needs to be analyzed with a comprehensive look at influential main parameters and their relationships. In this research, first the previous studies have been examined and by reviewing the main and widely used definitions and concepts in this field, the studies done so far have been described and then by summarizing the subject, research gaps have been counted and by classifying and comparing methods And the project selection tools in the portfolio, it was found that the data envelopment analysis method has important advantages that can be used as a reliable method to solve the problem of optimal portfolio selection. The point that can be seen in the review of previous studies is that less attention has been paid to the relationship between projects and their interaction. The main idea of this research is to use the DEA method in terms of using the relationship between projects and uncertainty based on the impact of projects on each other in achieving project objectives to provide a comprehensive model. Also, by considering the parameters derived from the topic of sustainable development at the input and output of projects in DEA method, a higher assurance of the applicability of the model is obtained. In addition to the above, the proposed comprehensive research model ensures that the maximum use of organizational resources is made and the minimum organizational goals are met. The proposed model of this research was first examined on the data related to 37 projects of previous articles and it was shown that with a single objective of solving the problem, the previously reported results are achieved by the proposed model and in addition, the weakness of previous models in the proposed model is raised. Finally, the proposed model was used to review the actual projects of a company with 21 projects and the selected portfolios were proposed by the model to be used based on the goals and strategy of the organization.
