The historical fabricoftheIranian cities has a homogeneous system, consisting of physical and non-physical structures (cultural, social, etc.) andits development depends on the interaction between these structures.Examining the role and characteristics of each canresult in reinforcementof the “Conservationof historical fabrics with a dynamic approach” and have a major impact on this issue. The rapid and unrestrained transformations in the Iranian cities and their physical expansion, particularly since 1960s, have disrupted the order, balance and historical continuity of the original structure of the cities. Indifference towards the historical fabrics and neglecting their valuable potentials and assets, have taken the historical fabrics out of their natural orbit of liveliness and active life, and have ensued serious problems. According to this, the concept of "dynamic conservation" of the historical fabrics؛and development based on this preservation approach, is justified, which will be henceforth referred to as "Development based on conservation" with a dynamic approach,The aim of this approach is to organized and revitalize the environment and improve the quality of life and socio-cultural status of the historical fabrics using the existing assets of the historic cities of Iran. A development system based on "dynamic conservation" entails using the existing assets and capacities, and their reutilization, compatible with modern life (Development based on conservation) and in accordance with the principles of "sustainable development", based on the original patterns and consistent with the spirit of the time,is the necessary subject.With public engagement and participation of the residents, building owners, urban management bodies, and related executive institutions, it is possible to prevent the process of gradual erosion in various dimensions in historical fabrics, and guarantee the unity, integrity, stability and balance of the urban space. This will help to restore life in the historical fabrics of the cities, and enable the continuation of life in the future. Similarly, in the majority of international experiences, with an emphasis on the relationship between "conservation" and "development", the main attention is given to the assets of historical fabrics and the developments that can take place "from inside". The question is what are the characteristics of a "dynamic conservation" of the historical fabric of Iranian cities and a development based on it; and what is the roleof "dynamic conservation" in "development based on conservation"? The main purpose of this dissertation is to delineate the concept of "dynamic conservation" and "Development based on conservation" for future use in the literature of conservationand revitalization of historic fabrics, while incorporating components such as setting, values and related subjects into the definition. It also aims to identify the main factors influencing "dynamic conservation" and to find effective strategies for this case. Accordingly,with using Content analysis method,Inthe two dimensions of “theory” (written sources, opinions of experts, relevant charters and global statements) and “practice” (influential and avant-garde domestic and international experiences in the field of conservationand restoration ofhistorical fabrics) are studied; to investigate the former, a qualitative content analysis approach is applied, with using the method of descriptive-analytical data processing; while for the latter dimension the method ofhistorical-interpretive research is used to assess the existing theories and the results of their real-world application. The historical neighborhood of Oudaljan, as a part of the historical identity of Tehran, is chosen for the case study of the present research.The result of this research is, first, to delineate the "dynamic conservation" and "Development based on conservationwith a dynamic approach" concepts -terms that have so far been neglected in the literature of conservationand restorationof Iranian historical fabrics –and second, to present features and extract the fundamental components of "dynamic conservation"from the historical fabrics of Iranian cities, and to identify the most important, yet neglected, components in this area, in orderto use them in achieving the strategies of "dynamic conservation" of historical fabrics; Strategies and components, which, if considered and applied, will complement the previous methods in this field. "Dynamic conservation" of the historical fabric as the main theory of research, and also urban development based on this conservationstrategy, coalesced under the title of "Development based on conservation" with a dynamic approach, can be
