مديريت پسماند يكي از ضروري ترين محورهاي توسعه پايدار محسوب مي گردد. توليد انواع پسماند در زندگي انسانها امري اجتناب ناپذير بوده و بي شك عدم توجه كافي به اين موضوع مي تواند تأثير زيادي در تخريب محيط زيست و طبيعت داشته باشد. مديريت پسماندها به عواملي همچون توليد، جمع آوري، حمل و نقل، دفع و بازيافت آن بستگي دارد، بنابراين محدوده مديريت اين مقوله بسيار وسيع و متغير و متنوع است، لذا براي چنين موضوعي راهي جز مديريت صحيح وجود ندارد. با توجـه بـه عـدم وجـود نظـام مـديريت يكپارچه سيستم مديريت پسماند در ايران، نگرش مبتني بر سايبرنيتك سازماني قابليت بالايي در افـزايش اثربخشـي اين سيستم خواهد داشت. بدين منظور مدل سيستمي VSM پيشنهاد ميشود. VSM يك مدل سيستمي قوي در خدمت كاركردگرايي است كه استفاده بهينه از منابع،تطابق با محيط،ترويج يادگيري،برقراري توازن ميان "درون و حال" با "بيرون و آينده" سازمان ها را تضمين مي كند.روش: به دليل كم بودن تحقيق مشـابه ايـن موضـوع در كشور از ابزارهايي مانند مصاحبه عميـق نيمـه سـاختار يافتـه، پرسشنامه،مضـامين خبرگان آگاه به مديريت پسماند استفاده شده است. گروه خبرگان شامل 5 نفر در حوزه هاي محيط زيست ، مديريت شهري ، جغرافيا و برنامه ريزي و مشاوران ارشد شهرداري مي باشند كـه بـا نمونه گيري تئوريك و تكنيك گلوله برفي انتخاب شدند. سيستم مورد مطالعه در پژوهش حاضر سيستم مديريت پسماند استان تهران مي باشد كه با كارگيري روش شناسي"پرزريوس2012" در سيستم هاي مانا مورد بررسي قرار گرفته است. پژوهش نشان داد كه در اين سيستم، مجموعه اي از زيرسيستمها، جريانهاي اطلاعات و همچنين كانالهاي ارتباطي براي دستيابي به مانايي بعلت عدم وجود يا نواقص بايد ايجاد يا رفع اشكال گردند. رفع اين كمبودها سازمان را جهت حركت به سمت مانايي توانمندتر خواهد كرد.

Redesign of waste management system with Mana system model approach (case study of waste management in Tehran province)

Waste management is one of the most essential axes of the sustainable development inevitably many different kinds of waste is produce during a human lifetime in todays society and undoubtedly not paying attention to this issue will have an unavoidable impact on the destruction of our environment and nature. Waste management depends on factors such as production ,collection, transportation, disposal and recycling, therefor due to the range of this matter correct management is the only way to approach it Because of the lack of integrated waste management in Iran, an approach based on organizational cybernetics will have a high potential to increase the effectiveness of this system. For this purpose the VSM system is suggested. The VSM system is a functional model that serves to the effectiveness use of resources, adaptation to the environment, promotes learning, balances between "inside and present" with "out side and future" of organizations.Method: due to the lack of similar research on this issue in the country expressions such as in-depth semi-structured interviews, questionaries, and experts aware of waste management used. the group of experts includes 5 people in the fields of enviroment, urban management, geography and planning of senior municipal consultants who were selected by the theoretical sampling and snowball technic. the system studied in the present study is the waste management system of Tehran province which has been studied by using the "Prius.2012" methodology in financial systems. research has shown that in this system we have a set of systems, information streams as well as communication channels that they are absence or need to get defects must be created or eliminated . eliminate these shortcomings or adding urgent path will enable the organization to be more capable of moving forwards.
