The drug’s role in health systems is enhancing every day. The drug supply chain is part of the health system that, if not attended sufficiently, the concept of health in that community will not have a significant growth. One of the important factors in the structure of primary health care is drug, which its correct distribution in critical situations such as the outbreak of pandemic Covid 19 will have an objective appearance among the recipients of these services. The issue of drug distribution is facing many problems, and all these problems have sometimes faced many challenges for people to access their drug needs. The general goals of the distribution network in the pharmaceutical industry include providing medicine, drug transfer, on time access, maintaining the quality of drug in transfer and having the lowest transfer cost. In this research, an attempt has been made to reduce supply chain network costs and delays and increase its level of service by providing effective parameters by using mathematical models and optimization in this field. A three-objective linear planning model of mixed integer for drug distribution with economic considerations, time delays, and the selection of a reliable supplier based on the experiences of supply chain activists in pandemic situation of Covid 19 is followed, regarding transverse transitions for dealing with deficiencies and disturbances in the distribution network as well as decadence degree is designed and analyzed to maintain product quality. Medium-term decision-making levels include supplier selection and product’s flow rate between centers and determining inventories, and in the long run, it includes determining the number of optimal distributor centers. To deal with the parameters with uncertainty in the problem conditions, robust possibility planning has been used and finally, with the hypothetical data produced in accordance with the needs of the problem, sensitivity and analysis have been analyzed for both generic and commercial drugs. The results show that transverse transfer is an effective approach in reducing the economic costs, caused by disruptions in local distribution centers; the importance of the value of supplier selection can be different, depending on the needs of pharmaceutical companies in terms of economics and time delays. As a result, it facilitates access and rapid delivery of pharmaceutical products to patients, contribution to the success of national health programs, the disease care system and to deal with epidemics that cause delays and disruptions in supply and on time delivery of pharmaceutical products.
