The growth of urbanization at an increasing rate has faced the cities of the world with many problems and issues, including the emergence and expansion of informal settlements and suburbs, as an urban challenge. In Iran, during the last six decades, following the same process in which migration to cities plays a pivotal role, these types of settlements have been formed without a permit and outside the official urban development planning, inside or outside the cities. These areas mainly face many problems in various fields, including housing in the form of unauthorized, substandard, small, overcrowded, and unorganized constructions, as well as very low resilience in the face of natural crises. In addition, the direct dependence of the residents of such settlements on their environmental resources, including surface water, following successive droughts in Iran, has faced them with a crisis of access to water. Therefore, due to the problems in these areas, which have led to a decline in the quality of life of some citizens and causing great damage to the environment during these years, along with limited and ineffective measures, it is necessary to properly plan and take practical measures to address this important issue. In general, the purpose of this study is to provide strategies as an incremental development to improve the housing situation of low-income people in Soltan Abad village of Shiraz and seeks to provide solutions to meet one of the most important basic needs of residents. So by following the circular economy paradigm in water management to improve the physical, social, economic, and environmental situation, a step can be taken towards the sustainable development of this village and cause its residents to be satisfied. In this research, first, using the content analysis method, the information obtained from various sources in the field of research is qualitatively analyzed to extract effective components in the design. Then, in the simulation section, with the help of Rainwater+ plugin in rhino software, while performing quantitative calculations related to the runoff volume of the study area, appropriate village rainwater management strategies are presented by evaluating different alternatives. Also, by stating the opportunities for reuse of gray water and enumerating the social, economic, and environmental benefits of these strategies in different ways, how to achieve the circular economy model in the village is shown. The findings of this study show that the implementation of the proposed scenario is not only effective in the proper management of runoff but also the rainwater stored by this method can be used to achieve various goals. Therefore, the water demand of the people of Soltan Abad has decreased, while considering the benefits that are obtained, the use of the collected rain is justified for them. Finally, by using the obtained principles to build incremental houses and proposing appropriate rainwater management methods according to the location of the selected site in the village, a residential complex will be designed with these approaches.
