چكيده با توجه به اينكه يكي از شاخصه هاي رشد كشورها ميزان فعاليت هاي عمراني آنها مي باشد ، لزوم برخورداري از روش هاي مدون و استفاده از تكينيك هاي تصميم گيري براي مديريت اين پروژه ها امري غير قابل اجتناب است . يكي از مهمترين اركان مديريت پروژه هاي عمراني بهبود عملكرد زنجيره تامين پروژه مي باشد . در حال حاضر اكثر تصميمات در حوزه فرآيند خريد و زنجيره تامين بصورت تجربي و يا بر اساس حداقل قيمت جهت تهيه تداركات پروژه اخذ مي شود كه گاها باعث افزايش ريسك در زنجيره تامين و متعاقب آن بالابردن ريسك پروژه مي شود . در اين پژوهش سعي شده است از يك سو نسبت به بررسي عوامل ايجاد كننده ريسك در زنجيره تامين يك پروژه عمراني و از سويي ديگر به بررسي راهكار هاي كاهش ريسك هاي مطرح شده با استفاده از تكنيك فرآيند سلسله مراتبي پرداخته شود . و در نهايت بهترين راهكار هاي موجود جهت كاهش ريسك در اين حوزه و بهبود عملكرد آن شناسايي گردند . براي نيل به اين هدف در اولين مرحله نسبت به شناسايي 26 عامل اصلي ريسك در پروژه هاي عمراني با مطالعات كتابخانه اي و مصاحبه با خبرگان (مديران پروژه هاي عمراني ) موضوع اقدام گرديد و سپس از طريق پرسشنامه 15 ريسك از ليست فوق كه تاثير مستقيم در فرآيند زنجيره تامين پروژه را داشته اند استخراج و وزن بندي گرديد . از طرفي 5 راهكار اساسي براي كاهش ريسك هاي پروژه هايي عمراني نيز با مطالعات كتابخانه اي و مصاحبه با مديران پروژه شناسايي شد . در نهايت با تنظيم پرسشنامه ها و از استفاده از روش فرآيند سلسله مراتبي نسبت به شناسايي بهترين راهكار هاي جهت بهبود عملكرد زنجيره تامين در مواجهه با ريسك هاي پروژه شناسايي گرديد . دو راهكار اصلي كه در اين تحقيق جهت كاهش ريسك در فرآيند تداركات و زنجيره تامين پروژه هاي عمراني شناسايي و استخراج گرديد عبارت بودند از انتقال ريسك به اشخاص يا سازمان ديگر به نحوي كه پذيرنده ريسك توانمندي كافي جهت پذيرفتن تبعات ناشي از ريسك را داشته باشد و راهكار ديگر كاهش ريسك تا حد قابل قبول كردن آن براي پروژه ، كه با كاستن از احتمال وقوع ريسك فرصت لازم جهت استفاده از برنامه هاي پيشگيرانه در فرايند زنجيره تامين پروژه فراهم گردد. لازم به توضيح است كه با توجه به اينكه مطالعه مذكور مطالعه اي موردي (يكي از پروژه هاي عمراني در دست احداث بانك پاسارگاد ) و آن هم در شرايط تورمي كنوني بوده نتايج آن به رويت مديران پروژه رسيده و در چند مورد آزموده شد و به تاييد خبرگان مذكور نيز رسيد .

Providing a way to plan purchasing and improve supply chain performance by considering risk factors in construction projects (Case Study)

Abstract Despite one of the growth characteristics of countries is the level of their civil activities, it is inevitable to have the formulated methods and use dicision techniques to manage these projects.One of the most important pillars of construction project management is to improve the performance of the project supply chain. At present, most of the decisions within the scope of purchasing process and supply chain are adopted empirically and on the basis of the minimum price for project procurement. which sometimes increases the risk in the supply chain and consequently increases the project risk. On the one hand, in this research, it is tried to address the factors generating the risk in the supply chain, and on the other hand, to address strategies raised for the reduction of the risk using hierarchical process technique. Eventually, the best existing strategies were identified to reduce risk in this scope and improve its performance. To achieve this goal, in the first step, 26 main risk factors in construction projects were identified through library studies and interviews with experts (construction project managers). Then, through a questionnaire, 15 risks with a direct effect on the process of the project supply chain were extracted and weighted. Also, 5 main strategies were identified with library studies and an interview with project mangers in order to reduce risks of construction projects. Finally, adjusting questionnaires and using hierarchical process technique, the best strategies are identified to improve the performance of the supply chain in the face of project risks. Two main strategies identified in this project to reduce the risk in the provision process and supply chain in construction projects included: first, transferring risk to other persons or another organization in such a way that the risk taker is able enough to accept the consequences caused by the risk, and , Another solution is to reduce the risk to a level acceptable to the project. reduces the possibility of the risk occurrence to be created an opportunity for the use of preventive programs in the process of the supply chain project. It is noted that as the mentioned study was a case study (i.e. one of the civil projects under construction by Pasargad Bank) in the current inflationary conditions, the results have been observed by project managers, tested for some cases, and verified by them.
