از جمله مباحثي كه امروزه در حوزه لجستيك و مديريت زنجيره تامين در صنايع مختلف مطرح است، موضوع لجستيك معكوس و مديريت بازگشتي هاست. با گستره شدن قوانين محيط زيست در جهان، صنايع مختلف در حال حركت به سمت اجراي لجستيك معكوس در فعاليت هاي خود هستند. از اينرو شناسايي موانع و عوامل تاثير گذار بر لجستيك معكوس در هر صنعتي بسيار با اهميت و حياتي است. يك از حوزه هايي كه از نظر مديريت پايدار و لجستيك معكوس كمتر مورد توجه قرار گرفته است صنعت ريلي است. در اين صنعت حجم گسترده اي از ناوگان و تجهيزات ريلي بعد از خاتمه دوران خدمت، سالها بلا استفاده در انبارها و خطوط ريلي رها شده و علاوه بر هزينه هاي نگهداري و اشغال فضا، هزينه هاي زيست محيطي زيادي را به محيط مربوطه تحميل ميكنند. هدف از انجام اين پروژه شناسايي و رتبه بندي موانع اجراي لجستيك معكوس در صنعت ريلي و ارائه پيشنهادات اجرايي به منظور پياده سازي لجستيك معكوس در اين صنعت است. در اين تحقيق به منظور شناسايي مهمترين موانع اجراي لجستيك معكوس از روش اولويت بندي بهترين–بدترين كه يكي از جديدترين روشهاي تصميم گيري چند معياره است استفاده شده است و در ادامه نيز جهت ارائه پيشنهادات اصلاحي از مدلسازي ديناميكي استفاده شده است. نتايج حاصله نشان ميدهد مهم ترين موانع اجراي لجستيك معكوس در صنعت حمل و نقل ريلي موانع مديريتي و موانع اقتصادي مي باشد. با استفاده از روش بهترين-بدترين، موانع عدم تعهد مديريت ارشد، فقدان برنامه ريزي استراتژيك و عدم تامين مالي ، مهم ترين موانع اجراي لجستيك معكوس در صنعت ريلي شناخته شدند. در ادامه به كمك روش مدلسازي ديناميكي روابط بين موانع اشاره شده شناسايي و اقدامات لازم جهت رفع اين موانع پيشنهاد شد.

Ranking barriers to reverse logistics in the rail industry using the best-worst combined method and dynamic modeling

Among the topics that are discussed today in the field of logistics and supply chain management in various industries is the issue of reverse logistics and return management. With the expansion of environmental laws in the world, various industries are moving towards the implementation of reverse logistics in their activities. Therefore, identifying barriers and factors affecting reverse logistics in any industry is very important and vital. One of the areas that has received less attention in terms of sustainable management and reverse logistics is the railway industry. In this industry, a large volume of railway fleet and equipment, after the end of service, are left unused in warehouses and railway lines for years, and in addition to maintenance and space occupation costs, impose high environmental costs on the environment. The purpose of this project is to identify and rank the barriers to the implementation of reverse logistics in the rail industry and provide executive proposals for the implementation of reverse logistics in this industry. In this research, in order to identify the most important obstacles to the implementation of inverse logistics, the best-worst prioritization method, which is one of the newest multi-criteria decision-making methods, has been used, and then dynamic modeling has been used to provide corrective suggestions. The results show that the most important barriers to the implementation of reverse logistics in the rail transport industry are managerial barriers and economic barriers. Using the best-worst method, the obstacles of senior management non-commitment, lack of strategic planning and lack of financing were identified as the most important obstacles to the implementation of reverse logistics in the rail industry. Then, with the help of dynamic modeling method, the relationships between the mentioned obstacles were identified and the necessary measures were proposed to eliminate these obstacles.
