با افزايش روز به روز شهر نشيني و گسترش توسعه هاي جديد شهري، مشكلاتي همچون ازدحام جمعيت و تمركز فعاليتي در مناطق كلانشهري شكل گرفته است. در جهت حل اين مشكلات و تمركززدايي در مناطق كلانشهري، شهركها كه گونه جديدي از سكونتگاههاي شهري ميباشد، شكل و توسعه يافته است. با توسعه شهرك ها اهدافي همچون تمركززدايي جمعيتي، فعاليتي و شكل گيري عملكردهاي نوين تحقق يافته است. در اين پژوهش نيز با در نظر گرفتن اهداف مختلف توسعه شهرك ها، ابتدا سعي شده است كه گونه هاي مختلفي از شهرك ها طي بررسي مقالات پژوهشي و تجارب موفق جهاني شناسايي گردد، و در نهايت با بررسي و تحليل پژوهش هاي صورت گرفته 23 گونه عملكردي براي شهرك ها شناسايي ميشود كه براي هر يك از اين گونه ها، سياست گذاريهاي فضايي خاصي ارائه ميگردد كه در قالب 8 عامل و 34 شاخص ميباشد. پس از بررسي هاي صورت گرفته و ارائه چارچوب نظري پژوهش، ظرفيت ها و پتانسيل هاي شكل گيري و توسعه شهرك ها در حريم پايتخت سنجيده ميشود كه در اين جهت از روش آينده پژوهي استفاده شده است. اين پژوهش داراي رويكرد اكتشافي است كه با استفاده از اسناد و مطالعات كتابخانه اي به سوالات پژوهش پاسخ ميدهد و در جهت تحليل داده هاي مرتبط با توسعه شهرك ها از روشهاي كمي و كيفي استفاده شده است. در ابتدا پيشرانهاي توسعه با توجه به مباني نظري و تجربي، طرحهاي فرادست و نظرات كارشناسان استخراج ميگردد و سپس با استفاده از ماتريس اثرات متقابل پيشران هاي هدف انتخاب ميشوند. در جهت انجام اين تحليل ها از نرم افزارهاي ميك مك، سناريو ويزارد و اكسل استفاده شده است. با توجه به سناريو بهينه و استفاده از طيف ليكرت، گونه هاي منختب شهرك ها براي توسعه در حريم پايتخت انتخاب ميشود كه شامل چهار شهرك هوشمند، شهرك انرژي پاك، پارك فناوري صنعتي و شهرك سلامت ميباشد. در ادامه با استفاده از ابزارهاي تحليلي و نرم افزار جي آي اس مكانهاي مناسب براي توسعه هر شهرك منتخب پيشنهاد ميشود و در نهايت با استفاده از اين پيشنهادات چارچوبي مناسب براي توسعه شهرك هاي انتخاب شده در حريم پايتخت ارائه ميگردد. مكانهاي مناسب براي استقرار شهركهاي هوشمند، شهرستانهاي اسلامشهر و تهران، براي استقرار شهركهاي انرژي پارك شهرستان ري، براي استقرار پاركهاي فناوري صنعتي، اسلامشهر، رباط كريم و شهريار و براي استقرار شهركهاي سلامت شهرستان تهران ميباشد.

Typology and Spatial Policy Codification of Towns in Green Belt of Capital of Iran

By increasing urbanization and the expansion of new urban developments, problems such as overcrowding and concentration of activity in metropolitan areas have been formed. In order to solve these problems and decentralize in metropolitan areas, towns, which is a new type of urban settlements, have been formed and developed. With the development of towns, goals such as population and activity decentralization and the formation of new functions have been achieved. In this research, considering the different goals of town development, first it has been tried to identify different types of towns during the review of research articles and successful global experiences, and finally by reviewing and analyzing the researches, 23 functional types have been identifies. For each types, specific spatial policies are presented in the form of 8 factors and 34 indicators. After the studies and presenting the theoretical framework of the research, the capacities and potentials of the formation and development of towns in the green beltf of capital are measured, and in this regard, the futures research method has been used. This research has an exploratory approach that answers research questions using documents and library studies and quantitative and qualitative methods have been used to analyze data related to town development. First, the development drivers are extracted according to theoretical and experimental bases, superior plans and expert opinions, and then the target drivers are selected using the interaction matrix In order to perform these analyzes, Mick Mac, Wizard and Excel software have been used. According to the optimal scenario and the use of the Likert spectrum, the selected species of settlements are selected for development in the capital, which includes towns (Smart towns, Eco-energy town, High-tech industrial park and Healthcare town). Then, using analytical tools and GIS software, suitable places for the development of each selected town are suggested, and finally, using these suggestions, a suitable framework for the development of selected towns in the capital is presented. Suitable places for developing Smart towns are Islamshahr and Tehran counties, for developing Eco-energy town in Rey county, for developing High-tech industrial park in Islamshahr, Robat Karim and Shahriyar counties and for establishing Healthcare town in Tehran county.
