Abstract
Most communities have significant vacant lands within the city limits that have been crossed in the early periods of urban development for various reasons. Infill development The process of developing empty or incompatible parts is available in urban areas that were previously largely developed and are now inefficient. The uncontrolled expansion of cities has caused great damage to the fabric of cities in terms of spatial cohesion as well as the proper distribution of services; Therefore, today, due to the importance of preserving natural resources and reducing the environmental effects of uncontrolled urban development, Infill development has been proposed as one of the sustainable approaches to urban planning. As a result, instead of the horizontal expansion of cities, their growth in the existing area and with the maximum use of the facilities of developed lands located within the city limits is a priority. Also, the reduction of existing land has created a new interest in the interdependent development opportunities in the city center. Infill development is one of the methods of redevelopment of abandoned and low-consumption lands that helps to revitalize urban communities and also brings new spirit to empty buildings, parking lots and unused parts. In fact, internal development is one of the solutions that is recommended in order to guide urban development in the inner city lands and prevent its horizontal development. In these approaches, it is suggested that instead of building infrastructure on the outskirts of cities, vacant lands within the city should be targeted for development; Therefore, the use of barren and abandoned lands within cities and the improvement of land uses unsuitable for today's urban life, such as barracks, factories and disturbing urban industries, and the promotion of urban density are necessary measures for the internal development of cities. These lands are one of the most important development capacities of the city, which are of great importance in terms of access to infrastructure, both economically and socially, and most importantly, the environment. In the neo-urbanist literature that has emerged since the 1980s, abandoned lands away from development are referred to as urban infill levels. Paying attention to them in the process of city development in order to achieve more sustainable development is considered necessary and valuable. Advances in transportation and reduced travel costs, housing costs, employment opportunities and global trends are leading to a sharp increase in dispersion. Tehran, as a mother city, almost a large part of which is involved in many urban planning problems, has very inefficient centers. Failure to solve internal problems has driven the desire to plan for the city, like the growth patterns of large foreign cities, and has led to an increasing and unprecedented scale in recent decades. The methodology of this research is based on descriptive-analytical and based on the use of valid Persian and Latin sources. Also, in the analysis of the current situation, qualitative and quantitative methods have been used to reach a knowledge and analysis of the range and finally to achieve the final design.
