This thesis entitled “Regional-scale spatial framework with smart regional planning approach - a case study of Tehran metropolitan area” is written to obtain the master's degree program in regional planning at the University of Science and Technology. After the maturity of smartening at the urban scale, the smart region as an approach taken from the smart city at the regional scale is considered a necessity for regional planning and development. The smart area by including metropolises, cities, villages and surrounding areas, has the ability to plan for a (common whole). The rapid growth of information and communication technology and the emergence of new concepts of technology, has changed the infrastructure of today's cities and metropolises. To this end, the need for regional planning and the advancement of communication science makes the need for smart areas even more urgent. Since demographic problems, class divisions, environmental pollution and other issues have caused a regional crisis in the metropolitan area of Tehran, the smart zone approach is a solution to solve regional problems and helps to move towards Regional development. The method of this research in terms of purpose is descriptive-prescriptive with applied approach. First, defining the concept, creating a framework and explaining the general indicators of smart areas is one of the important steps taken in this research, but selecting specific indicators of smart areas and their impact on the level of smartness in Tehran metropolitan area, and finally providing a framework for smart spatial planning of the study area is the ultimate goal of this study. Therefore, in order to achieve this goal, first the metropolitan area of Tehran was selected as a case study and then various methods such as library and documentary-based studies, Guler matrix techniques, and opinion of experts are used to explain the specific indicators of smart areas. Then, content analysis methods such as AHP, TOPSIS, SWOT have been used to study and analyze the status of smartness of 16 cities in the metropolitan area of Tehran, and reach the smart spatial planning framework in the metropolitan area of Tehran.
Therefore, according to the proposed approach, this research is presented in 5 chapters to interpret the approach and its objectives. In the first chapter, general aspects including the expression of the problem, the research background in different scales of smartening, objectives, research methods, and research tools are identified. In the second chapter, the smart zone approach is introduced in detail and the words related to the field of smartening are defined, the conceptual models of smart zones and its criteria are discussed. Then, by examining 20 theoretical texts and practical experiences, the indicators of the smart region are extracted. Finally, using content analysis method and the MAXQDA software, spatial types of smart areas and related indicators are extracted. In the third chapter, first the general indicators are screened and the specific indicators of the research are extracted by the Guler matrix method. Then, the methods of analysis and data collection are examined. In the fourth chapter, we analyze the data collected in previous chapters. First, the level of smartness of the region in 5 spatial classifications in 16 cities is obtained using AHP and TOPSIS methods, and then according to the obtained knowledge and analysis, SWOT of Tehran metropolitan area is presented. Finally, in the fifth chapter, we present smart strategic planning in the metropolitan area of Tehran by providing the vision, strategy, proposed policies and smart space policy plan of the metropolitan area of Tehran. Hence, all research questions will be answered and guidelines are set for smart planning in the metropolitan area of Tehran. The research results include the criteria and 41 general indicators of smart areas derived from the texts, the specific indicators of the research with specific attention to the case study according to the available data, the subject of research, and smart spatial planning. Also, the level of smartness of the cities using TOPSIS method, the smart spatial planning framework of the study area as a strategic plan are given, and finally the smart policies of the metropolitan area of Tehran are proposed as a map.
