پژوهش حاضر با هدف "طراحي الگو حكمراني‌مردمي با رويكرد توسعه دولت‌الكترونيكي و هوش‌گروهي" به انجام رسيده است. اين پژوهش از نظر هدف، پژوهشي كاربردي و در زمره پژوهش‌هاي كيفي است و براي جمع‌آوري اطلاعات داده‌هاي مورد نظر از داده‌هاي كتابخانه‌اي به همراه مصاحبه با خبرگان استفاده گرديده است. روش ارزيابي داده‌ها و آناليز آن‌ها روش رويش نظريه‌ها با گراندد تئوري است. با هدف گردآوري داده‌هاي مورد نياز با بهره‌گيري از جستوجوي سيستماتيك در مرحله اول به گردآوري داده‌هاي كتابخانه‌اي پرداخته و بعد از انجام مراحل كدگذاري روش رويش ‌نظريه‌ها يعني كدگذاري باز، محوري و انتخابي اعمال شده است. در مرحله بعد به استخراج داده‌هاي بيش‌تر توسط انجام مصاحبه باز با صاحب‌نظران و خبرگان شركت ارتباطات زيرساخت، پژوهشگاه فناوري اطلاعات و ارتباطات، شركت فرودگاه‌ها و ناوبري هوايي ايران، شركت شاپرك، جامعه بانوان صنعت هوانوردي ايران و ديگر صاحب‌نظران كه مجموعآ 30 نفر مي‌باشند اقدام نموده تا منجر به اشباع نظري و تكميل مقولات گردد. در انتها و پس‌از انجام مجدد مراحل كدگذاري بر داده‌هاي بدست آمده، الگوي مدنظر با استفاده از مدل پارادايمي استراوس و كوربين ايجاد گشته است. الگوي به‌دست آمده با در نظر گرفتن پنج مقوله اصلي شامل عوامل علّي، زمينه‌اي، مداخله‌گر، راهبردها و در انتها پيامدها، نشان مي‌دهد حكومت‌ها به چه عواملي بايد توجه كرده، چه راهبردهايي را پيش‌رو داشته و در صورت توجه به تمام اين عوامل به چه نتايجي دست خواهند يافت. اين پژوهش با بررسي چهار حوزه حكمراني‌مردمي، دولت‌الكترونيكي، هوش‌گروهي و مشاركت‌هاي مردمي توانسته متفاوت از ديگر پژوهش‌ها الگويي جامع و كاربردي را جهت پياده‌سازي مشاركت‌هاي مردمي در تمام شئون حكمراني با بهره‌گيري از هوش‌گروهي ارائه نمايد.

Designing a model of governance, people with government development approach, e-government and group intelligence

The present study was conducted with the aim of "designing a model of governance-people with a development approach of e-government and group intelligence". This research is an applied research in terms of purpose and is among the qualitative researches and library data along with interviews with experts have been used to collect the data of the desired data. The method of evaluating data and analyzing them is the method of growing theories with grounded theory.In order to collect the required data, using systematic search, in the first stage, library data has been collected and after performing the coding steps, the method of growing theories, ie open, axial and selective coding has been applied. In the next step, more data were extracted by conducting open interviews with experts of the Telecommunications Infrastructure Company, Information and Communication Technology Research Institute, Iran Airports and Air Navigation Company, Shaparak Company, Iranian Aviation Industry Women and other experts, which are 30 people in total. To lead to theoretical saturation and completion of categories. At the end and after re-encoding the data on the obtained data, the model was created using the paradigm model of Strauss and Corbin.The model obtained by considering the five main categories including causal, contextual, interventionist, strategies and ultimately consequences, shows what factors governments should pay attention to, what strategies they are leading and what results if all these factors are considered. Will achieve. This study, by examining the four areas of government, e-government, e-government, group intelligence and public participation, has been able to provide a comprehensive and practical model for implementing public participation in all areas of governance using group intelligence.
