Background: According to the official statistics of the world in 2015 and the ranking of 50 countries in terms of the proportion of the elderly population, it was determined that the 25th place belongs to Iran with 6% of the elderly population, 15% of which live in Tehran. Therefore, it seems that the population of Tehran is moving towards aging.
Objectives: In the elderly literature, exclusion is primarily one of the moral crises that the elderly face. This study seeks to identify more effective measures on the incidence of the elderly exclusion in sensitive areas.
Methodology: By examining the theoretical foundations of the concepts of exclusion, the conceptual framework of the study of the severity of the elderly exclusion is determined. Finally, with the method of cluster analysis, the areas of Tehran are zoned according to the priority of planning to moderate the elderly exclusion.
Results: Priority zones to moderate the elderly exclusion are equal to three zones; The highest elderly population includes regions 1, 2, 3, 4, 5, 6 and 8, the average elderly population includes regions 7, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18 and 20 and the lowest population Elderly includes areas 19, 21 and 22.
Conclusion: Increase; Medium household dimension, adaptation of service and recreation centers and spaces for the elderly and promotion; Pedestrianization and security in public areas to reduce unnatural disasters are among the major policies that must be specially planned to moderate the elderly exclusion in all areas of Tehran. This is while action plans for change policies; Housing patterns and family functioning can be implemented differently based on the elderly population.
