Today, reorganizing of urban deteriorated fabrics has become an important challenge in developing countries, and urban regeneration has been proposed as a recent approach to reorganizing these areas. However, examining the results of implementing regeneration policies shows the instability of residents living conditions after the implementation of these policies. This issue, while creating many problems due to displacement and expulsion of indigenous residents, has caused problems in the regenerated neighborhoods, such as weakening neighborhood social relations, anonymity and socio-cultural heterogeneity among residents and ultimately the lack of sustainable urban development components. Therefore, the purpose of this study is to identify and prioritize the factors affecting sustainable urban regeneration. Thus, first, by studying the documentary sources and using the content analysis method, a basic theoretical framework based on the indicators obtained from the sources was developed. Then, the Delphi method was used to validate the initial theoretical framework and also to evaluate each of the indicators. According to the panel of experts, 36 final indicators were classified into 5 components: environmental, socio-cultural, activity-service, physical and economic. Finally, the data obtained from the panel evaluation were statistically analyzed using SPSS software. Findings indicate that socio-cultural, physical, activity-service, environmental and economic, respectively, are the most important components. In the socio-cultural component, the “participation” indicator was identified as the most important criterion. Also, in the physical component, the “inclusive design” indicator, in the activity-service component, the “neighborhood services access” indicator, in the economic component, the “affordability” indicator, and in the environmental component, the “climate comfort” indicator are the most important. Finally, the most important indicators extracted from the previous stages were examined by adopting the SWOT technique in the Abkooh neighborhood of Mashhad, and based on a set of design solutions, an architectural design to regeneration the deteriorated fabric of the Abkooh neighborhood was presented.
