مباني طراحي بنادر ريل پايه و ارائه راهكارهاي زيرساختي جهت توسعه سهم ريل از بندر مطالعه موردي بندر چابهار

هدف اصلي از انجام اين پژوهش ارائه راهكارهاي زيرساختي جهت افزايش سهم ريلي بنادر بخصوص بندر چابهار و ترغيب صاحبان بار به استفاده از حمل و نقل ريلي است. منظور از بنادر ريل پايه بنادريست كه حمل و نقل ريلي در بندر نسبت به حمل و نقل جاده اي از لحاظ دسترسي پس كرانه اي و انعطاف پذيري در حمل كالا داراي برتري باشد.پس از مرور ادبيات فني اين نتيجه حاصل شد كه پژوهش هاي انجام گرفته در اين حوزه بيشتر بر جنبه هاي شبيه سازي نرم افزاري و برنامه ريزي تمركز داشته است و در حوزه زيرساختي علي الخصوص در زمينه طراحي هاي ريلي توجه كمتري شده است.پس از بازديد از بندر مورد بررسي و ساير بنادر بزرگ ايران و مطالعه مشكلات موجود در بنادر كشور و شركت در جلسات متعدد با صاحبنظران اين حوزه ، مشكلات پيش روي افزايش سهم ريل از بنادر شناسايي شد. داده هاي مورد استفاده در اين پژوهش شامل وضعيت موجود بنادر ، تحليل تقاضا و مطالعات صورت گرفته توسط مهندسين مشاور مي شود. با استفاده از آيين نامه هاي طراحي از جمله AREMA و داده هاي موجود طراحي خطوط ريلي در بندر با در نظر داشتن مشكلات ساير بنادر ايران از جمله بندر شهيد رجايي و جهان و ارائه راهكارها جهت رفع آنها، اقدام شده است. پس از آن شبيه سازي با رويكرد زيرساختي در نرم افزار Anylogic صورت پذيرفته است.با توجه به نتايج به دست آمده از تحقيق آنچه در ارتباط با بندر چابهار حائز اهميت است پيش بيني احداث يك بندر خشك پس كرانه اي با دسترسي مناسب ريلي و جاده اي در فضاي خارج از شهر با توجه به فضاي محدود بندر شهيد بهشتي چابهار ضروري به نظر مي رسد.همچنين كمبود فضاي لازم جهت احداث يك ايستگاه جهت ارائه خدمات كامل ريلي در داخل محوطه بندر لزوم ايجاد يك ايستگاه تشكيلاتي در پس كرانه بندر را به همراه دارد.چنانچه موارد پيشنهاد شده رعايت نگردد، در آينده تبديل به گلوگاه هاي مهم براي بندر مي شود. توسعه طراحي با رويكرد عدم وجود تقاطع همسطح همچنين دسترسي خطوط به انبارهاي كانتينري و طراحي خطوط مجزا براي تخليه ، بارگيري و عبور قطار به منظور عدم اشغال خط از دستاورد هاي اين پژوهش است.

Basics of Rail-based Ports Design and Providing Infrastructural Solutions to Increase the Share of Rail Transport in the Ports Case Study: Chabahar Port

The main purpose of this study is to provide infrastructural solutions to increase the share of rail transport in ports of Iran especially Chabahar port and encouraging freight owners to use the rail transport. Rail- based ports are the ports in which rail transport is superior to road transport in point of hinterland access and flexibility in transporting goods. After reviewing the technical literature, it has been concluded that the most attention of researches in this field are focused on software simulation and planning aspects and in infrastructural and especially track design less attention has been paid. after visiting the Chabahar port and other major ports of Iran and studying the problems in other ports and participating in several meetings with experts in this field the facing problems of increasing the rail transport in the ports were identified. Data used in this research include the current status of ports, demand analysis and studies conducted by consulting engineers. Using design codes such as AREMA and the current data of rail lines design with considering other ports of Iran difficulties, especially Shahid Rajaee port and other ports of the world and providing solutions to solve them has been paid. After that the model has been simulated in Anylogic software in terms of infrastructure. According to the results conducted from this research what is important in relation to the Chabahar port is the prediction of dry port construction in the outer city area in Hinterland with suitable rail and road access seems necessary due to limited space of Shahid Beheshti port of Chabahar. Also the lack of sufficient space to build railway station to provide full railway service requires the construction of a formation yard. if the proposed items are not met, it will become a bottleneck for the port in future. Development of design with the approach of not to have level intersection as well as access of lines to container warehouse and design of separate lines for loading and unloading and passing in order to not to occupy the line is the achievement of this research.
