Natural climate change in many parts of the world poses a threat to the cities and the people who live in it. Identifying the risks and taking measures to deal with them is essential to ensure the security of citizens. Therefore, explaining, evaluating and implementing strategies appropriate to the type of each region in order to increase the resilience and strengthen urban infrastructure is relevant. One of the most important urban infrastructures is urban wastewater treatment plants. Therefore, in this research, an attempt has been made to identify and introduce useful strategies to achieve this, to evaluate the sustainability of the selected options and to select the best option. In this study, using conventional SWOT matrix and SWOT MODIFIED, the best strategy to strengthen the infrastructure of municipal wastewater treatment plants is selected for a case study (South Tehran wastewater treatment plant) and then using the AHP MODIFIED method to evaluate the sustainability of selected options. In all stages, the opinion of experts was used to complete the qualitative information and weighting. The proposed method was used for a case study (wastewater treatment plant south of Tehran). In this regard, for the wastewater treatment plant in the south of Tehran, first of all the existing strategies were identified, which include two general strategies and 5 partial strategies, the superior strategy, which is the control strategy at the source, was selected. Then, based on these selected strategies, 6 options were designed.By conducting a sustainability assessment, among the selected options, the option of implementing a rain garden in an urban environment was selected as the best option.The results showed that the reliability of this answer is 98%, which shows that the options depend on the definition of scenarios and the weighting of the answers.
