دوباره كاري يك مشكل عمومي در صنعت ساخت در سراسر جهان است، اما اين مشكل در كشورهاي در حال توسعه بيشتر حس مي شود. در كشور ايران اغلب طرح ها و پروژه هاي عمراني به دليل دوباره كاري با زمان و هزينه ي بيشتر از زمان و بودجه اوليه به اتمام مي رسند. با شناسايي، بررسي و كنترل دلايل دوباره كاري مي توان قيمت تمام شده پروژه هاي ساختماني را كاهش داده و پروژه را در مدت زمان كوتاه تر و با كيفيت بالاتر به اتمام رساند. براي انجام اين پژوهش در ابتدا 45 مورد از مهم ترين دلايل دوباره كاري از طريق بررسي پژوهش هاي گذشته، مصاحبه‌هاي نيمه ساختاري با 6 متخصص با تجربه در صنعت ساخت و مطالعه ميداني پروژه‌هاي عمراني، شناسايي شده و براي بررسي بيشتر در 6 گروه اصلي طبقه بندي شده است. سپس براي جمع آوري داده ها، فرم پرسش نامه ميان 35 نفر از خبرگان صنعت ساخت توزيع شده است. در ادامه با استفاده از روش واسپاس فازي كه يكي از روشهاي نوين تصميم گيري چند شاخصه بوده، به رتبه بندي دلايل دوباره كاري پرداخته شده است. بر اين اساس اقتصاد (تورم، نرخ ارز، تحريم) از دسته ي دلايل دوباره كاري مرتبط با محيط خارجي، رتبه اول را كسب كرده است. همچنين دستور تغيير در مرحله طراحي يا ساخت و فشار هزينه (پرداختي كمتر از مبلغ قرارداد يا تاخير در پرداخت صورت وضعيت) از دسته ي دلايل دوباره كاري مرتبط با كارفرما به ترتيب رتبه دوم و سوم را كسب كرده اند. در ادامه براي يافتن راهكاري مناسب براي كاهش دوباره كاري در پروژه هاي ساختماني، 14 استراتژي بهترين راهكار كه توسط موسسه صنعت ساخت (CII) ارائه شده اند، بررسي شده و 6 مورد از آن ها به عنوان بهترين راهكارهاي بالقوه براي كاهش دوباره كاري انتخاب شده است. در نهايت با استفاده از روش واسپاس فازي به رتبه‌بندي راهكارهاي بالقوه براي كاهش دوباره كاري پرداخته شده است كه برنامه ريزي اوليه يا پيش رو، استفاده از درس هاي آموخته شده و مديريت كارگاه و مصالح به عنوان مهم ترين راهكارهاي كاهش دوباره-كاري انتخاب شده اند.

Ranking the causes of rework and the potential solutions to reduce it in Tehran construction projects by using the fuzzy waspas method

Rework is considered as a common phenomenon in construction industry all over the world, although this issue can be felt way more in developing countries. In Iran, most of the construction projects due to rework will be finished by spending more time and has more costs than the primary budget. By identifying, investigating and controlling the causes of rework, the cost of the construction projects can be reduced and be finished by huge time saving with higher quality. To conduct this research, at first, a total of 45 of the most important causes of rework were identified through the comprehensive literature review, semi-structured interviews with 6 experienced construction professionals and field studies of construction projects and have been classified into 6 main groups. Then, to collect data, the questionnaire survey has been distributed among 35 experts in the construction industry. In the following, the causes of rework have been ranked by using the fuzzy WASPAS method which is one of the new multiple attribute decision making methods. According to this, the economic issues (Inflation, exchange rate, sanction) ranks first in the category of rework causes related to the external environment. Also, the change order in the design or construction phase and the financial pressure (Less payment than the contract amount or delay in payment of the contractor’s statement) ranks second and third in the category of client-related causes of rework. Next, in order to find a suitable solution to reduce rework in construction projects, 14 strategies of the best practices provided by the construction industry institute (CII) were reviewed and 6 of them were selected as the best potential solutions to reduce rework. Finally, by using the fuzzy WASPAS method, the potential solutions to reduce rework have been ranked and the front-end planning, use of lessons learned and materials management have been selected as the most important solutions to reduce rework.
