كيفيت امروزه به عنوان يكي از اهداف مهم در پروژه‌هاي ساخت به شمار مي‌آيد. كيفيت مفهومي كمّي نيست و اندازه‌گيري آن به‌عنوان يك مفهوم كيفي مشكل است. همچنين هر يك از ذي‌نفعان پروژه، طبق نوع نگرش و اهدافي كه براي خود مشخص نموده است، تعريف خاص خود را از كيفيت ارائه مي‌نمايد. عدم تعريف واحد از كيفيت و هزينه‌بر بودن انجام شيوه‌هاي مديريت كيفيت، از جمله دلايلي است كه باعث كم‌توجهي به مسئله كيفيت در پروژه‌هاي ساخت در كشورهاي توسعه نيافته و در حال توسعه شده است. عدم اجراي شيوه‌هاي مديريت كيفيت، منجر به اتلاف مصالح، بروز تلفات مالي و جاني، دوباره‌كاري و در نهايت موجب خسارت ذي‌نفعان مي‌گردد. پايداري به‌عنوان زمينه‌ي مطالعاتي، مي‌تواند مديريت پروژه را با ديدگاه‌هاي جديد ارائه كند و از مديران پروژه در تصميم‌گيري در مورد برنامه‌ريزي، مديريت و پايش منابع اختصاص داده شده به پروژه با در نظر گرفتن اثرات اقتصادي، اجتماعي و زيست‌محيطي حمايت كند. به علاوه از چرخه‌ي عمر پروژه، بلكه چرخه‌ي عمر دارايي و چرخه‌ي عمر محصولاتي كه اين دارايي توليد مي‌كند نيز حمايت نمايد. هدف اين است كه اطمينان حاصل شود، تصميمات اتخاذ شده به نفع مشتريان است اما بدون آسيب رساندن به جامعه و محيط زيست. هدف از اين پژوهش تدوين الگوي بهبود اجراي شيوه‌هاي مديريت كيفيت در قراردادهاي پيمانكاري در چارچوب مديريت پروژه پايدار است. با مشخص نمودن اهميت قراردادها، در اين تحقيق تلاش شده است تا با شناسايي عوامل موثر بر اجراي شيوه‌هاي مديريت كيفيت و تبديل آن به مفاد قراردادي، گامي در جهت تدوين مناسب قراردادها برداشته شود. جهت تشخيص اهميت هر كدام از مفاد تنظيم شده، پرسشنامه‌اي تهيه شد تا افراد به هر يك از اين مفاد از ميان 1 (تاثير بسيار منفي) تا 5 (تاثير بسيار مطلوب) نمره‌اي را نسبت بدهند. اين پرسشنامه در ميان مهندسان و مديران فعال در صنعت ساخت ايران، توزيع شد. در گام بعدي با حذف نظرات غيرمنطقي و بي‌استدلال كه مي‌تواند ناشي از علايق شخصي باشد، الگويي براي بهبود اجراي شيوه‌هاي مديريت كيفيت در قراردادهاي پيمانكاري در چارچوب مديريت پروژه پايدار، ارائه شد.

Developing a model for improving the implementation of quality management practices in the provisions of contracting contracts by considering the sustainable project management framework

Today, quality is considered as one of the important goals in construction projects. Quality is not a quantitative concept and it is difficult to measure it as a qualitative concept. Also, each of the beneficiaries of the project presents his own definition of quality according to the type of attitude and goals he has defined for himself. The lack of a single definition of quality and the cost of implementing quality management practices are among the reasons that have caused little attention to the issue of quality in construction projects in underdeveloped and developing countries. Non-implementation of quality management methods leads to waste of materials, financial and life losses, rework and ultimately damages the beneficiaries. Sustainability as a field of study can provide project management with new perspectives and support project managers in making decisions about planning, managing and monitoring the resources allocated to the project, taking into account economic, social and environmental impacts. In addition to supporting the life cycle of the project, but also the life cycle of the asset and the life cycle of the products that this asset produces. The goal is to ensure that decisions are made in the best interest of customers, but without harming society and the environment. The purpose of this research is to develop a model for improving the implementation of quality management practices in contracting contracts in the framework of sustainable project management. By identifying the importance of contracts, in this research, an attempt has been made to take a step towards the proper drafting of contracts by identifying the effective factors on the implementation of quality management practices and converting them into contractual provisions. In order to determine the importance of each of the set provisions, a questionnaire was prepared so that people could assign a score from 1 (very negative effect) to 5 (very favorable effect) to each of these provisions. This questionnaire was distributed among engineers and managers active in Iran's construction industry. In the next step, by removing irrational and unjustified opinions that can be caused by personal interests, a model was presented to improve the implementation of quality management practices in contracting contracts in the framework of sustainable project management.
