چارچوب تشكيل و ايفاي نقش كميته ريسك در پروژه هاي نيروگاهي

در بازه زماني انجام يك پروژه ريسك‌هاي متعددي مي‌توانند نتايج پروژه‌ها را دستخوش تغيير قرار دهند كه در صورت شناسايي و علاج به موقع و صحيح ريسك‌ها مي‌توان از بروز مشكلات و اتلاف زمان و هزينه جلوگيري كرد. باتوجه به اهميت بررسي ريسك‌ها و علاج آن‌ها، نياز به تشكيل كميته‌اي براي انجام اين امور مشاهده مي‌شود، كميته ريسك، تشكيل شده از فرد و افرادي است كه به شناسايي ريسك‌ها و علاج آن‌ها پيش از وقوع مي‌پردازند، حيطه وظايف آن‌ها، نحوه و چارچوب تشكيل، نحوه ايفاي نقش هريك از افراد در اين كميته حائز اهميت مي‌باشد و مي‌بايست به درستي در پروژه مورد نظر بررسي شود. در صورت عدم پرداخت به اين مسئله و در ادامه عدم شناسايي و علاج به موقع ريسك‌ها، پروژه با ضرر و زيان جبران ناپذيري روبرو خواهد شد. لازم به ذكر است كه پژوهش‌هاي پيشين به نقش كميته ريسك اشاره داشته‌اند اما چگونگي تشكيل آن به خصوص در پروژه هاي نيروگاهي و با شرايط خاص كشور ايران به درستي تبيين نشده است، از اين رو در تحقيق حاضر به ارائه چارچوب مديريت ريسك پرداخته شده است و همچنين ميزان تطابق ويژگي‌هاي كميته ريسك پروژه نيروگاهي رودشور با چارچوب پيشنهادي بررسي شده است. در اين تحقيق كه از سه بخش تشكيل شده است ابتدا اطلاعاتي به كمك مصاحبه‌هاي نيمه‌ساختار‌يافته از 10 نفر خبره و كارشناس مديريت پروژه بدست آمده است سپس پرسشنامه محقق‌ساخت بر اساس اين اطلاعات تهيه و در ميان نمونه آماري 108 نفري از كاركنان شركت گروه مپنا توزيع شده است. نتايج تحقيق بر اساس نرم‌افزار SPSS بيان كننده چارچوب كميته ريسك پيشنهادي است. در نهايت جهت انجام مورد تطبيقي چارچوب پيشنهادي با ويژگي‌هاي كميته ريسك تشكيل شده در پروژه نيروگاهي رودشور تطابق داده شده و ميزان تطبيق يا عدم تطبيق مشخص شده است. نتايج اين تحقيق از يك سو مي‌تواند مسير پژوهش‌هاي پيش‌رو را در اين راستا جهت‌دهي كند كه نبايد صرفاً به ريسك‌هاي هزينه‌بر تمركز شود. همچنين اين پژوهش چالش‌هاي تشكيل يك كميتۀ ريسك را به صورت واقعي در اختيار دست اندركاران صنعت ساخت به ويژه ذينفعان پروژه هاي نيروگاهي قرار ميدهد.

Providing a framework for the formation of a risk committee in power plant projects

In the time frame of a project, many risks can change the results of the projects, and if the risks are identified and treated in a timely and correct manner, problems and waste of time and money can be avoided. Due to the importance of investigating risks and their treatment, the need to form a committee to carry out these matters is observed. The risk committee is made up of individuals who identify risks and treat them before they occur. The way of playing the role of each person in this committee is important and should be checked properly in the project in question. If this issue is not addressed and risks are not identified and treated in time, the project will face irreparable losses.It should be noted that previous studies have mentioned the role of the risk committee, but how to form it, especially in power plant projects and with the specific conditions of Iran, has not been properly explained, therefore, in the present study, the risk management framework has been presented. And also the degree of conformity of the characteristics of the risk committee of the Rudeshwar power plant project with the proposed framework has been checkedIn this research, which consists of three parts, first, information was obtained with the help of semi-structured interviews from 10 experts and project management experts, then a researcher-made questionnaire was prepared based on this information and distributed among a statistical sample of 108 employees of Mapna Group. . The research results based on SPSS software express the framework of the proposed risk committee. Finally, in order to carry out the comparative case, the proposed framework has been matched with the characteristics of the risk committee formed in the Rudeshwar power plant project.And the degree of matching or non-matching is specified. The results of this research, on the one hand, can direct future researches in this direction, which should not be focused only on costly risks. Also, this research presents the challenges of forming a risk committee in a real way to the people involved in the construction industry, especially the beneficiaries of power plant projects.
