The development in different times and places among countries was not the same, so that special regions have a more Specific position compared to other regions. In any scale, there have been regional inequalities in the field of various indicators; One of the important indicators of development is the educational index, which is mentioned in the topic of social justice, along with the indicators of social security, employment, health, etc. The present research with the issue of access to equal education, despite regional different capacities, regardless of people's financial status, social status, government decisions, etc., along with questions such as how the country's regions in term of having educational indicators in the two periods before the outbreak of Covid-19 and the period Its prevalence has been formed along with the identification of factors affecting the level of inequalities. Therefore, by using the basic concepts of regional imbalances, educational inequalities, typology of imbalances, the historical course of educational inequality and a wide review of studies (40 internationally valid studies), the components, dimensions and indicators indicating educational inequalities were extracted for the purpose of the research. Then, using the combined method of TOPSIS and Shannon's entropy, cluster analysis, the provinces of Iran were classified in terms of educational indicators. In the following, through the methods of structural equations (second-order confirmatory factor analysis), correlation analysis and multivariate regression, the most important factors affecting educational inequalities in each period were determined. The results indicate that in the period before covid-19, the distance between the most privileged province (Bushehr) and the most deprived province (Tehran) was 4.5.This amount has increased to 5.5 during the period of Covid-19, which indicates the increase of inequalities due to the governance of the conditions of Covid-19. Further investigations of the results show; The inequality of educational indicators among the provinces of the country has a clear relationship with the changes in population movement in different regions of Iran. On the other hand, due to the dominance of distance education in the period of Covid-19, despite the increase in inequalities, the amount of dependence on educational infrastructure has decreased, especially in densely populated provinces; which can be seen as an opportunity. Finally, by identifying the key variables in the country's provinces' educational indicators, the most important research strategies were introduced according to the most effective variables in order to adjust the inequalities.
