هدف تحقيق حاضر شناسائي و اولويت بندي موانع توسعه پايدار مديريت ساخت در پروژه هاي راه آهن با استفاده از رويكرد تصميم گيري چند معياره فازي مي باشد. براي اين منظور ابتدا مطالعات كتابخانه اي صورت گرفت و بر اساس آن شكاف تحقيقاتي شناسائي شد. پس از آن ابتدا يك رويكرد كمي و كيفي طراحي شد كه به دنبال آن ابتدا موانع توسعه پايدار شناسائي مي گرديد و سپس اين موانع با استفاده از تكنيك دلفي پالايش و در ادامه با استفاده از تكنيك تحليل سلسله مراتبي فازي رتبه بندي مي شد. لازم به ذكر است كه 22 مانع شناسائي شد كه عليرغم پالايش با استفاده از روش دلفي همه 22 مانع مورد پذيرش قرار گرفته و هيچيك حذف نشدند و در ادامه 5 عامل اصلي زيست محيطي، اقتصادي، اجتماعي، مهندسي و مديريت پروژه نيز شناسائي شد كه 22 عامل را در بر مي گرفتند. نتايج نشان داد كه در بين عوامل فرعي عوامل مدت سفر، اتلاف در مصالح،دانش اندك در خصوص مديريت پايداري، محدوديتهاي مالي،درك محدود از پايداري از سوي ذينفعان،عدم صلاحيت مديران پروژه، مواد اوليه پايدار محدود، مقاومت در برابر تغيير در خصوص پايداري،پياده سازي ضعيف عمل مهندسي پايدار، درك پائين از مزاياي اقتصادي پايدار و عدم درك مزاياي زيست محيطي، بيشترين اهميت را در بين عوامل خرد و همچنين عوامل اجتماعي، اقتصادي و زيست محيطي بيشترين اهميت را در بين عوامل كلان دارا مي باشند.

Identifying and prioritizing barriers to sustainable development of construction management in railway projects using a fuzzy multi-criteria decision approach

The aim of the current research is to identify and prioritize the obstacles to the sustainable development of construction management in railway projects using a fuzzy multi-criteria decision-making approach. For this purpose, library studies were first conducted and based on that research gap was identified. After that, a quantitative and qualitative approach was designed, after which the obstacles to sustainable development were first identified, and then these obstacles were refined using the Delphi technique and then ranked using the fuzzy hierarchical analysis technique. It should be noted that 22 obstacles were identified, and despite refining using the Delphi method, all 22 obstacles were accepted and none were removed, and further, 5 main environmental, economic, social, engineering and project management factors were also identified, which 22 They included the agent. The results showed that among the sub-factors are travel time, wastage in materials, little knowledge about sustainability management, financial limitations, limited understanding of sustainability by stakeholders, incompetence of project managers, limited sustainable raw materials, resistance to change regarding Sustainability, poor implementation of sustainable engineering practices, low understanding of sustainable economic benefits and lack of understanding of environmental benefits are the most important among micro factors, and social, economic and environmental factors are the most important among macro factors.
