In today's age, with the passage of time, old concepts lose their effectiveness, and the category of generation renewal is no exception to this rule. In the era of communication and information, by nature, these concepts are redefined much faster. In the concept of regeneration, there are missing links that can be answered appropriately through the concept of smart cities. Amirabad neighborhood of Tehran can easily be combined with smart projects due to it's mostly student residents. Therefore, two general and basic goals have been determined for this research, which are related to the integration of the indicators of regeneration and smartness, and the explanation of the framework of the regeneration of urban neighborhoods with the smart city approach, as well as the smart regeneration of Amirabad neighborhood of Tehran. The research method used is of a mixed type, which consists of two wings, quantitative and qualitative strategies. In the qualitative section, it has been tried to provide a suitable foundation theoretically by reviewing scientific and valid library documents, and with field observations, in the qualitative section, the depth of the quality of life has been thought about, and in the quantitative section, questionnaires have been distributed using the tools of survey studies. The results obtained from questioning indicate that Amirabad neighborhood of Tehran is a relatively smart and relatively inefficient neighborhood. According to the knowledge gained within the scope of the studies, a 10-year vision was compiled, and to achieve those goals, strategies and policies for intelligent intervention centered on the Internet of Things have been presented, which can help improve the efficiency, flexibility and sustainability of Amirabad neighborhood.
