There are many organizations, institutions and companies that need to be evaluated, but among them, football plays a vital role in a society. A football match is exactly a project and has all the characteristics of a project. First, it has a unique product and result, throughout history you cannot find two football matches that are same together. Second, a football match has a start and end time, and third, it also includes gradual clarity, that is, the closer we get to the ninety minute of the game, the clearer the result of the game becomes. So football is a project and this project is sometimes a very important project. Therefore, project management techniques should definitely be used for projects with this importance and cost. One of the appropriate methods and tools to evaluate the quality of the activities and executive processes and the executors of the processes of an organization is the use of project management maturity models. Therefore, in this thesis, we have tried to examine the performance of a team with the help of a balanced scorecard model in four dimensions: players, internal processes of the team, fans, and finances. In order to implement the score card, we take help from the maturity models of project management, which separately categorized in each dimension, criteria and sub-criteria related to the use of the opinion of experts active in football, the country's top universities, Active project managers in the country and compared and weighted in pairs using the fuzzy hierarchical analysis method. Then, we will implement all aspects of the internal process, players, fans and finances of the obtained balanced football scorecard in both Tehran and European teams and display the resulting score on the radar chart. The results show that the European team has obtained high points in all levels, on the other hand, the stock value of this team is also in a good condition, and the opposite is true for the team in Tehran. Therefore, it can be stated that the increase in points in the football scorecard levels is directly related to the increase in the value of the club's stock value and the team's income generation. Finally, we present a football PMO structure in order to provide conditions for the implementation of the research model.
