Today, the determining role of science and technology in the growth and development of countries and the very close relationship between economic development and the capacity of a country in producing knowledge and using knowledge has become a general belief. Using knowledge and technology and ICT facilities, smart regions are introduced as a tool to improve production, promote cooperation in research and innovation, and increase the global value chain of regions and in line with the approach of sustainability planning, they are one of the solutions for the development of regions, especially in developing countries. The topic of smart regions is an emerging concept that this research first tries to define and understand this concept. Then, due to the importance of the physical and spatial dimension in such regions, the spatial policies in these regions are examined in a general global sense and finally in the case of the metropolitan region of Tehran. In general, this research pursues three main goals: Extracting the types and main functions of smart regions in the general sense in the world, Assessing the status of the metropolitan region of Tehran based on compliance with indicators (development drivers) related to these functions in smart regions And finally, presenting the model of spatial policy-making in the metropolitan region of Tehran based on the main principles and functions of smart regions. Achieving these goals is presented in the form of five chapters. In this regard, considering that this research is looking for a practical product in the real field and the origin of a model in smart regions, it is possible to find traces of the philosophy of pragmatism in this research, and it is a developmental research and has an applied nature and it tries to respond to the dilemma and practical problem in the spatial planning of smart regions by spreading and developing knowledge. To collect data in this research, library studies, books, articles and documents were used. In this way, first, using library studies, books and articles, the theoretical and experimental foundations of smart regions are examined and 10 types of smart regions and 22 main functional zones of smart regions are presented in the general sense in the world .In the following, by using the theoretical and experimental foundations and available documents and using the methods of future research, scenario planning, analytical hierarchy process (AHP) and the fuzzy method and its clustering based on the Euclidean distance, firstly, the key drivers and effects on the development of Tehran's smart region and possible futures are determined in this region. Finally, the scenario of creating two types of smart economic region and smart region of integrated rural development with 9 functional zones is envisioned for the metropolitan region of Tehran. And at the end, areas of the metropolitan region of Tehran that have the ability to establish these 9 functional zones are displayed.
