Along with the growth and expansion of cities, issues such as population growth, limited resources, inappropriate location, etc. have forced specialists related to urban affairs to adopt strategies such as location and appropriate routing to overcome these disturbances, because the first concern of managers is to optimize resources. Available capital is the maximum possible income through investment at the right time and place. In this research, in the first step for the routing problem, identification of the decision criteria for choosing the construction of solid waste recycling centers and choosing the best place among the selected places for establishment was done, and then using the fuzzy Delphi method that was available to the experts and They were asked to comment using pairwise comparisons of indicators and candidate locations for the construction of solid waste recycling centers in Tehran. Then, using Shannon's entropy approach, the identified indicators were evaluated and ranked. And the evaluation of the identified indicators was done based on the multi-Mora method approach, which solid waste recycling centers were built. Then routing was done to collect the waste of medical centers and transfer it to the recycling center, and then routing was done based on the time window of garbage collection by garbage trucks. Finally, in order to evaluate and confirm the presented model, the mathematical model has been evaluated with the epsilon limit method. Also, two meta-heuristic algorithms, MOSA and NRGA, have been developed in the conditions of stable uncertainty of Bertsimas and SIM.
