Urban growth and the expansion of settlements around cities have led to the formation of a phenomenon called the metropolitan region. The system of metropolises and its relationship with the surrounding areas of new cities, villages and other big cities around is very complex and will be added to its complexity day by day with the advancement of technology and the increase of communication. Metropolises inherently face the challenges of excessive accumulation of population and capital, which causes chaos, disorder and lack of sustainability. which requires a systematic solution to solve these problems. There are different approaches to solving the problems of cities. Among these approaches, we can mention the smart city and region, the importance of this issue and its components, indicators and infrastructures are significant. The basis of all the main themes related to a smart city/region include indicators and components of people, transportation, economy, life, governance and smart environment. Therefore, in the planning of the smart city and region, attention should be paid to all of the above, with an emphasis on smart infrastructure in order to solve the problems of metropolitan regions. The metropolitan region of Tehran is considered the most important population and activity center of the country. This complex is located in the center of the country's communication network and more than 40% of Iran's economic activities are carried out in it. The rapid growth of the metropolis of Tehran, the increase of rural migrations and the creation of marginalization in the metropolitan region of Tehran are facing many challenges in different dimensions. Planning in the field of smart region infrastructure can solve the problems created in the metropolitan region of Tehran. The objectives of this research are in four categories: explaining the concept of the smart region, introducing its dimensions and characteristics, introducing the infrastructure of the smart region and planning the infrastructure in order to develop the region. The method of collecting information in this research is library and using the documents and information available in relevant organizations and bodies, and also checking people's opinions and their participation will be field methods such as interviews and developing questionnaires. To analyze the research findings, ArcGis software has been used to output maps and spatial analysis, and to prepare questionnaires and SPSS software, and to use quantitative methods in the metropolitan region of Tehran. Based on the investigations and the existing imbalances in the spatial system of Tehran's smart region, the cities of Shemiranat, Tehran and Firuzkoh have been placed in the homogeneous zone number one and ranks first to third in terms of three economic, social-cultural and environmental indicators. In order to examine the 6 indicators of the smart zone of smart people, smart economy, smart life, smart governance, smart environment and smart transportation, the final score of the smart zone at the level of the metropolitan region of Tehran is currently equal to 0.389, which shows the inappropriate conditions. The components of the smart region are within the scope of studies. In order to investigate the indicators affecting the smart zone of Tehran, the matrix method of mutual or cross effects analysis was used with Micmac software. Based on the results of the top 10 indicators that have the highest impact on the smartness of the metropolitan region of Tehran, these indicators will lead to a large change in the level of other indicators of the smart region of Tehran. The two indicators of satisfaction with the quality of access to public transportation systems and the use of Internet infrastructure in earning income are two infrastructure indicators that have an effect on the smartness of the metropolitan region of Tehran. Based on the results obtained from the correlation of the indicators related to the infrastructure sector, 25% of the correlation of the relevant indicators are included, which shows the high impact of these indicators on the smartness of the metropolitan region of Tehran. The most important solutions and measures needed to improve the existing conditions include things such as the creation of a regional transportation agency, planning to create an integrated network of cargo distribution and logistics centers, at cargo entry points, transportation planning to equip the new political administrative center to the airport (transformation), planning In order to strengthen the Imam Khomeini International Airport (RA) in order to use its competitive advantages (adjustment scenario), determine the necessary enforcement mechanisms to collect tolls, develop a functional organization plan for the public transportation system (inter-provincial communications), plan for the development and improvement of the utility of rail public transportation. The base is in the province and other cases are discussed.
