Parliament is one of the inseparable parts of governance in any democratic country. Since other departments, especially the government, are fully intertwined with the parliament, they carry out their duties, without the efficiency of the parliament, the efficiency of other institutions cannot be expected to exceed a certain limit. Therefore, every governance system must design a specific plan to improve the effectiveness of the parliament's functions. In this thesis, using the six-stage approach of Sandelowski and Barroso, the meta-synthsis method, several models that partially or comprehensively evaluated the parliament and its functions in different political systems, both presidential and parliamentary, were considered and investigated. and by using them, a new model was obtained to evaluate the performance of the parliament. Since no limitation was considered in the aggregation of the examined models, this model can be used as a basic model for different countries and developed according to the local requirements. In the following, using the qualitative analysis of more than 60 in-depth and semi-structured interviews with experts related to the parliament at different levels, including the president, ministers, members of the parliament, related university professors and experts of the parliament research center, the general model was adapted to the local conditions of the country. In the final step, using the questionnaire and statistical analysis, the effective factors in evaluating the performance of the parliament were prioritized and the current state of the country was identified in each of the factors, and finally, the model for improving the effectiveness of the functions of the parliament was proposed.
Applying transparency and combating corruption, reforming the parliamentary election system, creating sufficient infrastructure and a suitable culture for reviewing and approving the budget, integrity of legislation and compliance with expertise and comprehensiveness in legislation were the five main priorities that should be implemented early and More urgent than other matters. Specific criteria and clear standards to improve the status of these priority cases have been identified and presented in the thesis.
