One of the necessities of development in rural areas is the development of practical plans and strategies in order to eliminate regional imbalances and disenfranchisement. Developing development plans requires knowledge of strategies and explanatory process. - Yes, this study, with a review approach based on the successful experiences of different countries, seeks to explain the appropriate process of regional planning in rural areas and provide a model in this regard, so the basic question facing this research is that the framework of rural development What mechanism can be defined on a regional scale in the country and based on what principles and rules can this mechanism be defined? The method of doing this research is mixed (quantitative and qualitative) and it has been done in three stages by using documentary studies and the use of combined SWOT-AHP models and the use of Expert Choice and ArcGIS software. Based on this, in the first step, the basics and concept of rural development and theoretical perspectives of development were examined and explained, in the next step, studies and successful experiences of development projects were evaluated, and finally, after the evaluation of two projects Domestic development (Economic development plan for employment creation in rural areas and rural systems plan) was adapted to the process of developing development plans on a regional scale in the region of Shemiranat based on experiences and studies. As a result, after examining the trade and global studies and evaluating the internal plans of the country and combining their processes, the obtained model consists of 6 steps: First step: capacity measurement, identification of the current and desired situation and explanation of development prospects, second step : Persuasion of stakeholders and local communities, the third step: fundraising, the fourth step: implementation, the fifth step: evaluation, the sixth step: the final report. In fact, it can be said that planning in rural areas requires the identification of planning processes and criteria, which begins with the recognition of the current situation, and continues with the stages of capacity assessment, prioritization of strategies, and the process of attracting public participation and local officials and implementation. And at the end, the performance of the programs will be evaluated. which during its adaptation with Shemiranat region, this region will be in a favorable situation for the implementation of the obtained model.
