ارائه مدل اتحاد استراتژيك بين بخش دولتي و خصوصي در راستاي توسعه مراكز نوآوري در بخش دولتي

در كنار دوگانگي سنتي عمومي-خصوصي براي ارائه خدمات عمومي، توجه فزاينده اي به استفاده از مشاركت عمومي-خصوصي معطوف شده است. از طرفي محيط بسيار رقابتي شركت هاي خدماتي موجب ظهور فن آوري هاي جديد در خدمات در لجستيك به منظور ارائه خدمات سريعتر و انعطاف پذيرتر و با هزينه هاي معقول شده است. هدف از پژوهش حاضر، ارائه مدل اتحاد استراتژيك بين بخش دولتي و خصوصي در راستاي توسعه مراكز نوآوري در بخش دولتي است. عوامل اتحاد استراتژيك بين بخش دولتي و خصوصي در راستاي توسعه مراكز نوآوري در بخش دولتي شناسايي شده توسط خبرگان، شامل دانش، لجستيك و عملكرد، سرمايه فكري و عوامل حياتي بوده است. آمار توصيفي عوامل اصلي نشان داد ميانگين همه عوامل از حد متوسط بالاتر است؛ لذا از نظر كارشناسان شركت ملي پست جمهوري اسلامي ايران، براي ارائه مدل اتحاد استراتژيك بين بخش دولتي و خصوصي در راستاي توسعه مراكز نوآوري در بخش دولتي، هر چهار عامل شناسايي شده اهميت فراواني دارد. نتايج پايايي و روايي عوامل مدل اندازه گيري و شاخص هاي برازش مدل حاكي از تائيد همه عوامل است. ضرايب بارهاي عاملي هر يك از چهار عامل اتحاد استراتژيك (بالاتر از ضريب 6/0) نشان مي دهد تمامي سوالات و عبارت هاي هر سازه و عامل به خوبي توانايي سنجش سازه خود را داشته اند (p<0.05). نتايج بررسي ضرايب بارهاي عاملي مقياس اتحاد استراتژيك با هريك از عوامل با مقياس اصلي خود (بالاتر از 8/0) رابطه معناداري دارد (p<0.05).

Provide a model of strategic alliance between the public and private sectors in line with the development of innovation centers in the public sector

Along with the traditional public-private dichotomy for providing public services, increasing attention has been paid to the use of public-private partnerships. On the other hand, the highly competitive environment of service companies has led to the emergence of new technologies in logistics services in order to provide faster and more flexible services at reasonable costs. The purpose of this research is to present a strategic alliance model between the public and private sectors in line with the development of innovation centers in the public sector. The factors of strategic alliance between the public and private sector in line with the development of innovation centers in the public sector identified by experts include knowledge, logistics and performance, intellectual capital and strategic alliance and development of innovation centers and critical factors. The descriptive statistics of the factors showed that the average of all factors is higher than the average; Therefore, according to the experts of National Post Company of Iran, it is very important to provide a strategic alliance model between the public and private sectors in line with the development of innovation centers in the public sector. All four identified factors are very important. The reliability and validity results of measurement model factors and model fit indices indicate the approval of all factors. Factor loading coefficients of each of the four strategic alliance factors (higher than 0.6 coefficient) show that all the questions and expressions of each structure and factor were able to measure their structure well (p<0.05). The results of examining the factor loading coefficients of the strategic alliance scale have a significant relationship with each of the factors with its main scale (above 0.8) (p<0.05).
