The topic of industrial establishment in recent years is of high priority worldwide.
This research initially aims to evaluate the establishment of heavy industries in
the hinterlands of Shahid Rajaee Port and its impacts on the optimal management
of the existing wharves. Initially, the existing documents of Shahid Rajaee’s Port
and its hinterlands are studied, then criteria for environmental factors,
infrastructure and substructure impacts, as well as natural factors for the
establishment of heavy industries are introduced. Each of these criteria have
several sub-criteria. For example, the criterion of environmental factors includes
two sub-criteria of land use and vegetation, the criteria of infrastructure and
substructure impacts contains two sub-criteria of energy and road access, and
finally, criteria of natural factors involve wind direction, height, and slope subcriteria. Moreover, the energy access sub-criterion itself consists of access to oil,
gas, electricity, and water sub-criteria. Then, using the Analytic Hierarchy
Process (AHP) decision-making method, questionnaires are prepared and
distributed among maritime experts. By evaluating these questionnaires and GIS
software, the location of heavy industries in the hinterlands of Shahid Rajaee Port
is addressed. The results of the hierarchical analysis show that sub-criteria of
height with 18.4 percent is in the first rank and distance from secondary roads
with 3.3 percent is in the last rank. In the next step, to examine the prioritization
of industrial establishment, the VIKOR method is used; therefore, Shahid Rajaee
Port's hinterland is divided into four parts, region number one in the west, region
number two in the east, region number three in the north and finally region
number four in the southern part. The result of the VIKOR shows that regions
number one and two are the best areas and region number four is at the last rank
of this evaluation. In the next step, to examine the type of industries that can be
established in Shahid Rajaee Port's hinterland, criteria for natural factors,
infrastructure and substructure impacts, economic criteria, and environmental
factors are considered. Then by using maritime experts' opinions questionnaires
and distributing among other maritime experts, the responses are obtained. AHP
analysis and TOPSIS method are applied for evaluations. According to the result
obtained from AHP analysis it is observed that the economic priorities criteria
with 8.6 percent is at first rank and four next sub-criteria including soil and water
pollution, electricity and human force with a constant amount of 3.3 percent are
at the last ranks. Then by choosing 34 basic industries and using TOPSIS method,
an evaluation for establishment of industries in Shahid Rajaee Port's hinterland
based on optimization of existing wharves management are performed. The
results show that eleven industries are suitable for establishment in Shahid Rajaee
Port's hinterland.
