As it is known, in today's world, sea transportation is considered one of the most important economic and commercial pillars in every country, this trade, whether it is in the form of importing goods or exporting them, is necessary for the economy of every country, so ports are the starting and ending points. This cycle has always been of special interest to governments and policy makers of any country.In this research, T-test method, AHP hierarchical analysis and five hypotheses have been used to analyze maritime transport management and its impact on the development of Shahid Rajaei port. At first, five hypotheses are designed based on organizational documents, field visits and the opinions of maritime experts, which are: 1- special attention to the private sector 2- examining the approved responsibilities of each organization and body in the field of transportation and sea transport 3- quantitative and qualitative review of the equipment used in the port 4- removal of paperwork and redundant administrative bureaucracy 5- review of the scientific and academic level of the Shahid Rajaee port employees, which these hypotheses are used to collect information from the employees of the ports organization in the form of questionnaires.. In the next step, the effectiveness of each question is measured by T-test in SPSS software, and hypotheses are prioritized by hierarchical analysis in Expert Choice (EC) software. All T-test data are measured by considering a 5 percent inconsistency rate. Then the data with inconsistency coefficient less than 5 percent are entered into the hierarchical analysis and the results of the questionnaires are prioritized to determine the best hypothesis. At the end, by performing analysis , it is determined that all the proposed hypotheses can be cited with 95 percent confidence in terms of SPSS statistical software. In terms of prioritization in the AHP hierarchy plan to provide a scheduled and optimal plan to the organization, the results show in the first place, the fourth hypothesis with 24.8 percent , in the second place, the third hypothesis with 22.3 percent , and in the third place, the fifth hypothesis with 18.7 percent , also in the fourth place, the first hypothesis with 18% and finally, the fifth rank is related to the second hypothesis of 15.2 percent are situated . That is, from the point of view of maritime experts and specialist, the removal of unnecessary administrative bureaucracy and removal of paperwork can be the most important factors for improving management in the maritime transportation sector in Shahid Rajaei Port
