Accidents are one of the most important causes of human death and huge material damage to the society. There is hardly a day when a newspaper or media does not publish an unfortunate news. Many of these incidents involve the young population, who are considered the active age group of the society. These accidents are due to negligence and not observing safety, so safety assessment is an important issue for every organization. Among the available decision-making methods for safety assessment, Data Envelopment Analysis (DEA) has been selected for this project. DEA is a mathematical model for measuring the performance efficiency of organizations known as decision-making units (DMU) and is designed to achieve the eva‎luation of multiple input and output parameters in order to eva‎luate the efficiency of decision-making units (DMU). For each DMU, efficiency is defined as the ratio of the weighted sum of outputs to the weighted sum of inputs. A score equal to the score shows an efficient DMU. In this project, it has 3 inputs, including 1) line kilometers, 2) the amount of passengers transported (passenger kilometers), 3) the amount of cargo transported (ton kilometers) and 3 outputs, 1) the number of people killed, 2) The number of injured 3) The number of accidents using the DEA model, the safety efficiency of 25 European countries and Iran in the years 2010 to 2020 has been investigated and analyzed.
