Housing, as a multifaceted issue, encompasses social, economic, political, and beyond, emerging as a right that, due to the prevalence of personal interests over collective welfare (free market policies), has fallen into the hands of the powerful and affluent. In Iran, the economic, political, social, and cultural dimensions significantly impact the housing problem, transforming it into a capital commodity due to profit-driven demands in the capital market. Today, the selection of suitable locations and modern, appropriate designs for residential complexes ranks among the crucial aspects in housing planning. Given the importance of this topic, recent site selection, establishment, and design of supportive housing projects in the city of Ardabil have been scrutinized and analyzed from the perspective of housing planning. The research, classified as applied, employs a descriptive-analytical method. The hierarchical analysis process has been utilized as a technique, executed within the AutoCAD software environment. The research hypothesis posits that the recent site selection, establishment, and design of social and supportive housing in Ardabil align with housing planning criteria. To conduct the study, specific sites and options for project execution were identified on the city map. Subsequently, residential criteria and subcriteria were determined and weighted based on expert opinions. Following the comparison of each site based on the assigned weights, the weight of each indicator was calculated. The combined priority weight for each residential complex set was determined, and ultimately, the level of acceptability for each indicator in the examined plans was assessed. The results indicate that the recent site selection, establishment, and design of social and supportive housing in Ardabil do not significantly align with housing planning criteria in recent years.
