Public policies are diverse and different in terms of their approaches, methods and effectiveness in society. In relation to these policies, the question is how to make changes and interventions in the behavior of people and communities, how can benefits and benefits be given to individuals and the whole society? Reforming consumption pattern and saving energy consumption, more legal acceptance of society, improving driving and traffic behaviors, reforming eating habits, increasing political participation of citizens, developing charities and helping fellow human beings, promoting health and observing public health, preventing certain diseases and dozens of other goals. Other, they are all issues that can be taken into consideration in the field of policy making and realized with the behavioral approach and its effective tools. The main goal of this research is to design a model for the effective implementation of public policy with a behavioral approach and to identify its implementation requirements. In order to design the desired model, systematic literature review and theory development method were used. A total of 376 researches/articles were filtered through 4 stages and at the end, 191 researches remained. These articles were extracted from 6 valid international databases. In addition, in the second phase, semi-structured interviews were conducted with 7 executive and academic experts in the field of public policy to complete and modify the behavioral policy paradigm model. Finally, to answer the first question (the reasons for the desire for behavioral policy), 69 meaningful propositions, 82 codes and 8 central categories; In response to the second question (components of behavior change policies), 98 meaningful propositions, 126 codes and 8 core categories; To answer the third question (behavioral policy strategies and tools), 134 meaningful propositions, 181 codes and 16 core categories; In answering the fourth question (implementation requirements of behavioral policy), 117 meaningful propositions, 133 codes and 24 core categories; And in answering the fifth question (consequences of behavioral policy), 73 meaningful propositions, 90 codes and 13 core categories were identified. The identified themes were finally monitored and a paradigm model of policymaking with a behavior change approach was designed. By using tools such as social marketing, targeted and intelligent presentation of information and scheduled notifications, personalization of information and nudges, taking advantage of social norms, using incentives, taking advantage of the high power of loss aversion, policy makers can use from emotions, emotions and feelings, combination of behavioral and non-behavioral mechanisms, formulation of behavioral rules and regulations, biased formulation of the problem and intelligent architecture of choice, highlighting, use of defaults and opting out, simplification of concepts and choice, creating ease of accessibility, contextualization and intelligent design of the environment, social contractualism, creating binding voluntary behavioral commitments, choosing information sources and communication channels suitable for the country's environment to change behavior, and networking to make public policies more effective. do Finally, using the monitored paradigm model, a case in the field of waste management was presented and localized
