Nowadays, with the physical growth of large cities and the increase in urban and interurban travel, the issue of transportation and the attainment of a desirable spatial development pattern based on public transportation is of paramount importance. Given the rapid population growth and urban expansion, the development of public transportation has become imperative. Consequently, there is an increasing demand for viable solutions and the expansion of transportation systems. With the rising traffic congestion and the subsequent escalation of economic, social, and environmental costs, the necessity for a method to alleviate urban traffic and address the aforementioned issues within the spatial planning framework becomes evident. The rail transportation industry is known as one of the most effective transportation systems. But despite the progress in the rail transportation industry in the world, the rail networks have not yet found proper development and efficiency in Iran.
Border areas, due to their remoteness from central areas, special geographical conditions, inappropriate transportation, etc., despite their vast capabilities, remain deprived and underdeveloped. as one of the important bazaars of West Azerbaijan province, the city of Serow is the closest city to the borders of Iran and Turkey. Considering this region as one of the special economic zones, the aim is to study the potentials and shortcomings of Serow City as a special economic zone in West Azerbaijan province.
The current research is descriptive in nature and employs a descriptive-analytical method. Data collection is conducted using both field and library methods. The sources utilized include research articles, relevant documents, and reports. In this current research, the potentials and shortcomings of Serow City were examined across various dimensions, encompassing the tourism situation, natural attributes, economic conditions, accessibility network, strategic and geographical location, as well as the import and export situation. In this regard, it was determined that with the development of the Urmia-Serow rail axis, it will become an ecological and organized axis, in which it is possible to reduce fuel and energy, protect the environment and control land use changes, prevent dispersion with the centrality of the focal nuclei of the development of activity and space and A reduction in road accidents and fatalities was also achieved.
