در مرزهاي اكثر كشورهاي درحال‌توسعه سطح قابل توجهي از نياز مردم مرزنشين از طريق داد و ستدهاي مرزي تأمين مي‌شود، اين‌گونه داد و ستدها علي رغم غيررسمي و محلي بودن آن، داراي نقش پر اهميتي در مبادلات ميان كشورهاي همسايه بوده و باعث بهبود زندگي ساكنان نقاط مرزي مي‌شود. از اين رو برنامه‌ريزي چنين مبادلات و جريان‌هايي در نوع خود به توسعه همكاري‌هاي متقابل اقتصادي، گسترش بازارهاي مرزي محلي، ايجاد صلح و ثبات در مناطق مرزنشين و در اين مناطق و بهبود زيرساخت‌ها و خدمات مورد نياز منطقه كمك مي‌كند.به نظر مي‌رسد كه در راستاي توليد كالا و خدمات، در سطح منطقه تخصص بيشتري نسبت به ساير سطوح وجود داشته‌باشد و پويايي در مناطق منجر به پويايي بازار كار در سطح ملي و در سطوح خرد خواهد شد و مناطق خاص عملكردي مانند مناطق مرزي مكانيسم‌هاي تنظيم متفاوتي را ايجاد مي‌كنند، به‌طوري كه در روابط ميان مناطق بين كشورها يا مناطق مجاور در كشورهاي مختلف و در واكنش‌هاي نسبت به عملكردهاي خاص تفاوت‌هايي وجود دارد و منجر به جلب توجه سياست‌گذاران از هماهنگي تحولات يا عدم تعادل‌ها در مناطق مي‌گردد. ما در پژوهش پيشرو تصميم گرفتيم تا كه اثرات عملكردهاي يك منطقه خاص جغرافيايي چون مناطق مرزي و بازارچه‌هاي مرزي (بازارچه‌هاي مرزي شوشمي و شيخ صالح در استان كرمانشاه) را در بازارهاي كار منطقه‌اي؛ مشاهده كنيم و با توجه به قرارگيري اين نقاط در يك منطقه‌استراتژيك و عدم دسترسي به امكانات رفاهي و قرارگيري بازارچه‌هاي مرزي در اين نقاط و تاثير مستقيم اين بازارچه‌ها در بازارهاي كار منطقه‌اي به بررسي اثرات اين بازارچه‌ها در كليه‌ي ابعاد زندگي مردم منطقه و كار و فعاليت آنها تلاش كرديم تا در راستاي بهبود بخشيدن به اين اثرات به برنامه‌ريزي راهبردي براي اين مناطق بپردازيم. پژوهش حاضر در راستاي برنامه‌ريزي توسعه راهبردي اثرات بازارچه‌هاي مرزي در بازارهاي كار مناطق مرزي استفاده شده است. در اين پژوهش با استفاده ازمباني نظري،پژوهش روايتي و مشاهده ميزان اثرات بازارچه‌هاي مرزي شوشمي و شيخ صالح در بازارهاي كار منطقه‌اي مرزهاي مشترك ايران و عراق بر اساس سنجه‌هاي كيفي و كمي و با استفاده ازمنابع موجود و مطالعات ميداني بررسي مي‌شود و با شناخت اثرات بازارچه‌هاي مرزي بر بازارهاي كار منطقه‌اي در راستاي پاسخ‌گويي به اين مسئله و در نهايت به يك برنامه‌ريزي توسعه راهبردي از اثرات بازارچه‌هاي مرزي در بازارهاي كار منطقه رسيديم.

Planning the strategic development of the effects of border bazaars in regional labor markets (case example: Shushmi border bazaar and Sheikh Saleh bazaar)

In the borders of most of the developing countries, a significant level of the needs of the border people is met through border trades, despite being informal and local, such trades play an important role in exchanges between neighboring countries and improve the lives of the residents of border areas. will be From this routine, planning similar exchanges and flows in their own way will help to develop mutual economic cooperation, expand local border markets, create peace and stability in the border areas and in these areas, and improve the infrastructure and services needed in the region. So that there are differences in the relations between regions between countries or neighboring regions in different countries and in reactions to specific functions, and it leads to drawing the attention of policymakers from the coordination of developments or imbalances in regions. In the leading research, we decided to investigate the effects of the functions of a specific geographical area such as border areas and border markets (Shoshmi and Sheikh Saleh border markets in Kermanshah province) in regional labor markets; Let us observe and considering the location of these points in a strategic area and the lack of access to amenities and the location of border bazaars in these places and the direct impact of these bazaars on the regional labor markets, to investigate the effects of these bazaars in all aspects of the lives of the people of the region and their work and activities. We tried to do strategic planning for these areas in order to improve these effects. The current research has been used in planning the strategic development of the effects of border markets in the labor markets of border areas. In this research, using theoretical foundations, narrative research and observation of the effects of Shushmi and Sheikh Saleh border bazaars in the regional labor markets of the common borders of Iran and Iraq, based on qualitative and quantitative measures and using existing sources and field studies, and knowing the effects of bazaars border on regional labor markets in order to respond to this issue and finally we reached a strategic development planning of the effects of border markets on regional labor markets.
