ارائه ي مدلي براي رفع ناترازي صندوق هاي بازنشستگي كشور با تاكيد بر سبد سرمايه گذاري

روند رو به رشد سالمندي جمعيت ،كاهش نرخ باروري در ايران، افزايش تصاعدي مستمري بگيران و كاهش كسور پردازان صندوق هاي بازنشستگي را با چالش هاي بسياري مواجه كرده است ، دلايل فوق و مواردي ديگر باعث كسري بودجه ي شديد در صندوق هاي بازنشستگي شده است ، از آن جايي كه پرداخت مستمري به سالمندان لاجرم است ، اين كسري بايستي توسط دولت پرداخته شود . همين موضوع سبب تبديل شدن موضوع صندوق هاي بازنشستگي به يكي از ابر چالش ها براي دولت شده است ، چرا كه هر ساله با كاهش ارزش پول ملي ، كمتر شدن تعداد كسور پردازان و افزايش تصاعدي مستمري بگيران هزينه هاي صندوق افزايش مي يابد و مبلغ بيشتري را صرف بودجه ي جاري كشور براي رفع كسري صندوق هاي بازنشستگي مي شود و بدست آوردن راه حلي جهت رفع اين ناترازي را بسيار برجسته كرده است ؛ حال در اين پايان نامه ، ميزان سرمايه گذاري صندوق هاي منتخب را بررسي كرده ، به بررسي بازدهي صندوق ها و بازار هاي موازي پرداخته و پس از موارد ياد شده به به ارائه ي مدلي مبتني بر انواع مختلف سبد سرمايه گذاري منابع ورودي صندوق ها (پرداختي كسور پردازان) با استفاده از پويايي شناسي سيستم ها پرداخته مي شود ؛ با استفاده از داده هاي موجود در سالنامه هاي آماري ، ميزان سرمايه گذاري صندوق ها و ميزان بازدهي را بررسي كرده و براي بازه هاي زماني معين نسبت پشتيباني و همچنين تراز مالي و كسري صندوق ها را در طي زمان محاسبه كرده و همچنين با در نظر گرفتن موضوع تورم در كشور كه سبب افزايش هزينه ها و ناترازي صندوق مي شود سناريو هاي مختلف جمعيتي و تورمي را مورد بررسي قرار مي دهيم. نتايج اين پايان نامه نشان مي دهد كه افزايش سالخوردگي جمعيت و افزايش شديد مستمري بگيران اجتناب ناپذير است و با ادامه ي روند موجود وضعيت كسري در صندوق هاي مورد بررسي افزايش مي يابد اما با افزايش بازده ي سرمايه گذاري و افزايش نرخ باروري ، سناريو هايي كه در آن كسري كاهش يابد يا در آينده رخ ندهد متصور است.

Presenting a model to address the imbalance in the country's pension funds with an emphasis on the investment portfolio

The growing trend of aging population, the decrease in fertility rate in Iran, the exponential increase of pensioners and the decrease of pension fund contributors have faced many challenges rates the above reasons and other cases have caused a severe budget deficit in pension funds. Since it is necessary to pay pensions for the elderly, this deficit should be paid for by the government. This issue has turned the issue of pension funds into one of the major challenges for the government, because every year with the decline in the value of the national currency, the number of taxpayers decreasing and the exponential increase of pensioners, the fund's expenses increase and a larger amount is spent. The country's current budget is used to solve the deficit of pension funds, and finding a solution to solve this problem has become very prominent. Now, in this thesis, the amount of investment of selected funds has been examined, the efficiency of funds and parallel markets has been examined, and after the mentioned cases, it has been presented a model based on different types of investment portfolio of funds' input sources is discussed by using the data available in the statistical yearbooks, the investment amount of the funds and the rate of return are checked and the support ratio as well as the financial balance and the deficit of the funds are calculated over time for certain periods of time. Also, taking into account the issue of inflation in the country, which causes the increase in costs and imbalance of the fund, the results of this thesis show that the deficit situation in the investigated funds will increase with the continuation of the current trend. But with the increase of investment returns and the increase in fertility rate, scenarios in which the deficit will decrease or not occur in the future are envisioned.
