The land market has become an inevitable thing in today's world, for this reason, in line with the supply and demand of land in cities, the issue of land management has been given much attention by countries, especially developing countries, and it is considered as a strategy to get out of economic conditions and They use their current land market. Due to the fact that the subject of land market has different aspects in different fields, this research has tried to examine the compatibility of the market and land management with development plans in general in the world and specifically in Iran from the perspective of "land policy making". provide a land management improvement model in accordance with land market developments and development plans and pursues the direction of three main goals: land policy and management in the global literature in a general sense at the regional scale, adaptive adaptation of land management in plans Development with market demand on a regional scale in a special sense in the metropolitan area of Tehran and finally presenting a model for improving land management in the metropolitan area of Tehran in accordance with the drivers and developments of the land market presented in five chapters.
This research seeks the origin of a model in land management, and traces of the philosophy of pragmatism can be found in this research. In terms of the purpose of the research, it is fundamental and applied, which tries to solve problems related to the adaptation of the land market to development plans by expanding knowledge. Therefore, the research strategy of the case study and its purpose is discovery, description and prediction, which have been used from library studies, books, articles and documents. First, in the second chapter, the theoretical foundations and experiences in the field of research are examined, and the patterns of management and land market in general, which are obtained from global experiences, are presented, as well as through the extraction of land management criteria from international projects and global experiences and determining Their effects have been determined as the most important criteria, and in the following, land policy criteria in the metropolitan area of Tehran have been prioritized. In the next stage, criteria affecting the land market were extracted through a questionnaire and the Likert spectrum valuation method was used for its analysis, and in the last stage, a model for land management in the metropolitan area of Tehran was considered according to the drivers and developments of the land market.
