In recent decades, theorists have criticized smart cities for their excessive focus on technology and their inclination towards entrepreneurial thinking. An important aspect that has been largely overlooked in the theoretical literature and global experiences of smart cities is the attention to social dimensions, the interactions among actors, citizen participation, and social sustainability. Despite this, the development of smart cities continues to be proposed as a solution to urban challenges and as a means to enhance the quality of life for citizens. The expansion of information and communication technology (ICT) infrastructure, along with the increasing preva‎lence of these technologies in the daily lives of citizens in cities such as Tehran, has pro‎mp‎ted urban management to pursue the implementation of smart city initiatives. However, despite the efforts made, the feasibility of these plans and programs faces significant challenges. A critical point regarding most smart city initiatives is their user-centric nature; if they do not gain acceptance from citizens and users, their feasibility will be seriously compromised. This research aims to develop a framework for the feasibility of smart cities in Iran with a social approach to smart cities. By examining theoretical aspects of the subject and conducting case studies in Tehran, it explores issues such as social sustainability, meeting the social needs of citizens, and ensuring coordination and harmony within the smart city. The key objective of this research is to find ways to improve the feasibility of a smart city in Tehran, with an emphasis on social dimensions. Accordingly, using a pragmatic paradigm, a mixed-methods approach, and case study and grounded theory methodologies, the study seeks to address the research questions and provide principles, policies, and effective implementation strategies for the social approach to the feasibility of smart cities in Tehran.
