Paying attention to special opportunities and trying to upgrade the capabilities of the regions based on the scientific and technological capacities in them can provide the ground for the country's progress. With a fair distribution of opportunities, this issue can pave the way for balanced development based on regional ecosystems by eliminating the shortcomings and conflicts of development programs. In this regard, the transition from first generation (education-oriented) and second generation (education and research-oriented) universities to third-generation universities, which in addition to education and research seek social and economic impact is one of the most important issues that can pave the way for regional development. Therefore, in the present study, in the first step, by studying the sources, the components of the impact of the third generation university on regional development have been studied, and then based on the Delphi method and Shannon entropy, the mentioned components have been studied and weighed. The weighting of the components is based on the opinions of 70 familiar and active experts in the field of university system and national innovation system and specialists of faculties, scientific, research and technological centers. Finally, 29 important components and 6 basic components were approved in expert polls. In order of priority, the components of "shaping and leading the endogenous innovation and value creation ecosystem of the region", "designing and implementing a regional skills and education system", and "developing organizational capacity in accordance with the new functions of the regional university" were introduced and explained as main priorities. Finally, the position of each component is examined and eva‎luated through the importance-performance matrix.
