Comparative eva‎luation and comparison of methods of valuing the cost of human casualties in rail transport accidents using hierarchical analysis method

The current research was conducted with the aim of valuing the cost of human casualties caused by accidents and providing a comprehensive model to compensate the damages caused to victims and survivors of accidents. Considering the importance of the issue and the wide economic and social effects of the accidents, the need to accurately eva‎luate the costs caused by these accidents and formulate appropriate mechanisms to compensate for the losses is felt more than ever. In this research, after reviewing the existing literature and identifying different methods of valuing the cost of human casualties, the fuzzy hierarchical analysis (AHP) method has been used to weight different criteria affecting the cost of casualties. The results of this analysis show that the method of payment or compensation is known as the most important criterion for valuing human casualties. Next, using the collected data and the developed model, a case study has been conducted. The results of this study provide an accurate estimate of the cost of human casualties caused by a specific incident and show the effectiveness of the proposed model in real conditions. The findings of this research show that the cost of human casualties in England is 6 to 8 times compared to Iran, and these costs impose a heavy financial burden on the society. Therefore, investing in safety and accident prevention is essential. Finally, based on the results of this research, suggestions have been made to improve the compensation payment system in Iran. These proposals include developing a comprehensive and integrated system for compensation, increasing the amount of compensation and creating incentives to prevent accidents, strengthening the role of insurance and creating incentives for safety, education and culture, and continuous research and eva‎luation.
