Tourism is a complex system that affects various aspects of human life - cultural and social, economic, environmental and physical - and has become one of the most important and profitable industries among developed and developing countries. According to research by the World Tourism Organization, since the second half of the twentieth century, factors such as the globalization of tourism, especially cultural tourism, have affected indigenous and local culture. To face its negative effects, we must think about strengthening the cultural foundations of our own society. On the other hand, the role of beaches as one of the most important tourism destinations has gained increasing importance. The importance of the sea coasts and their strategic location in terms of economy, society and tourism have made them one of the most important economic and industrial centers in the growth and development of any country, and consequently, Sirik Port on the coast of Makran is no exception to this rule. The above-mentioned issues, along with the increasing demand for the use of coastal areas, highlight the need for planning for the development of coastal tourism.
The purpose of the present study is to plan for the sustainable development of tourism in the coastal city of Sirik on the Makran coast based on a culture-based approach. Sirik (as the gateway to tourism on the Makran coast) has a unique position with its indigenous cultural potentials and capabilities, such as intangible heritage, clothing, and customs (a combination of port and Baluch customs and traditions) on the one hand, and its location at the confluence of the Oman Sea (Makran) and the Persian Gulf and access to open waters. However, it has been deprived of development for various reasons, including weak infrastructure and public services, lack of attention to natural tourism capacities, climatic conditions, and weak investment.
The research is applied in terms of purpose and is a mixed-method (quantitative-qualitative) study. The descriptive-survey method, as well as the examination of documents and library resources, observation, questionnaires, and narrative research were used to collect information. The SWOT table was used to identify strengths and weaknesses, potentials, and limitations, and then the overall vision of the city was developed. In order to achieve the outlined vision, 1 macro goal and 5 micro goals were stated, and then 8 strategies were proposed, and the AHP method was used to prioritize the strategies. The statistical population in the quantitative section was composed of managers, experts, and professors in the tourism field of Sirik. Thus, the AHP questionnaire was provided to 10 tourism experts in Sirik, and then its information was entered into the Expert Choice software. The results of prioritization based on the final weight showed that the strategy of developing and improving coastal tourism infrastructure and natural attractions with a final weight of (0.178) was the first priority and strengthening international tourism-cultural interactions and training specialized personnel was ranked eighth with a final weight of (0.071). After the strategies were formulated, 21 executive policies were formulated in order to achieve the planned vision and in order to achieve the policies, detailed executive plans were proposed under 6 general headings.
