صنعت خودروسازي ايران، علي‌رغم رشد قابل توجه در دو دهه اخير، با چالش‌هاي جدي در زمينه‌هاي كيفيت، قيمت، رقابت‌پذيري و به ويژه پايداري زيست‌محيطي مواجه است. اين چالش‌ها عمدتاً ناشي از تحريم‌ها، سياست‌گذاري‌هاي ناكارآمد و ضعف زيرساخت‌ها مي‌باشد. با توجه به سهم بالاي اين صنعت در انتشار گازهاي گلخانه‌اي، ضرورت حركت به سمت توليد خودروهاي سبز بيش از پيش احساس مي‌شود. اين پژوهش با هدف شناسايي و تحليل ساختاري موانع اجراي نوآوري سبز در صنعت خودروسازي ايران انجام شده است. با بهره‌گيري از روشي تركيبي شامل بررسي ادبيات تخصصي و مصاحبه‌هاي نيمه‌ساختاريافته با خبرگان، 19 مانع فرعي در شش دسته اصلي (منابع، رفتارها، اطلاعات، فناوري، سازماني و قوانين) شناسايي و طبقه‌بندي گرديد. سپس، با استفاده از مدل‌سازي ساختاري تفسيري (ISM) و تحليل ماتريس تأثير متقابل (MICMAC)، روابط علي بين موانع و سطوح تأثيرگذاري آن‌ها بررسي شده است. نتايج نشان مي‌دهد كه موانع مرتبط با سياست‌گذاري و قوانين بيشترين تأثير را بر اجراي نوآوري سبز در صنعت خودروسازي ايران دارند. همچنين، عواملي مانند انزواي صنعت از روندهاي جهاني، خلأ سياست‌گذاري، پيچيدگي قوانين و ناكارآمدي نظام بازدارندگي به‌عنوان موانع كليدي شناسايي شده‌اند. اين پژوهش با ارائه يك چارچوب جامع براي شناسايي و تحليل ساختاري موانع، مي‌تواند به سياست‌گذاران و تصميم‌گيران در تدوين استراتژي‌هاي توسعه پايدار صنعت خودروسازي كمك شاياني نمايد.

Identifying and structuring of barriers to going green the automotive industry: the case study of the automotive industry in Iran

Despite significant growth over the past two decades, Iran's automotive industry is facing serious challenges in terms of quality, price, competitiveness, and especially environmental sustainability. These challenges are primarily due to sanctions, ineffective policies, and weak infrastructure. Given the high contribution of this industry to greenhouse gas emissions, the need to move towards the production of green vehicles is more urgent than ever. This research aims to identify and structurally analyze the barriers to implementing green innovation in Iran's automotive industry. By employing a mixed method involving a review of the specialized literature and semi-structured interviews with experts, 19 sub-barriers were identified and classified into six main categories: resources, behaviors, information, technology, organizational, and laws. Then, using the Interpretive Structural Modeling (ISM) and MicMac analysis, the causal relationships between the barriers and their levels of influence were examined. The results show that barriers related to policies and regulations have the greatest impact on the implementation of green innovation in Iran's automotive industry. Additionally, factors such as the industry's isolation from global trends, policy gaps, the complexity of regulations, and the ineffectiveness of the deterrence system have been identified as key barriers. This research, by providing a comprehensive framework for identifying and structurally analyzing barriers, can significantly assist policymakers and decision-makers in developing sustainable development strategies for the automotive industry.
