چكيده اين پژوهش با هدف شناسايي و ساختار دهي به مسائل پيش روي سياست¬گذاري عمومي در حوزه كارآفريني زودتاثير در صنعت دامپروري كشور شكل گرفته است. دامپروري به‌عنوان يكي از بخش‌هاي حياتي اقتصاد هر كشور و تأمين‌كننده امنيت غذايي شناخته مي‌شود. با توجه به رشد جمعيت و افزايش تقاضا براي محصولات دامي، اهميت كارآفريني زودتاثير در اين صنعت به‌وضوح محسوس است. در اين راستا، شناسايي موانع و مشكلات موجود در مسير كارآفريني مي‌تواند به‌عنوان پيش‌نيازي براي توسعه پايدار و مؤثر اين حوزه عمل كند. روش تحقيق به كاررفته در اين پژوهش آميخته مي¬باشد و از تكنيك¬هاي كيفي وكمي بهره گرفته است. براي جمع آوري داده از روش كتابخانه اي و مصاحبه نيمه ساختار يافته با نه نفر از خبرگان استفاده شده است. در تحليل داده¬ها از روش¬هاي تحليل مضمون و مدلسازي ساختاري تفسيري استفاده شده است. نتايج نهايي پژوهش حاضر در قالب شش مضمون نهايي و در سه سطح ارائه شده است: سطح اول شامل مسائل اداري و فرهنگي، كيفيت آموزش و پژوهش، و ضعف ارتباطات علمي است كه بر نگرش و رفتار كارآفرينان تأثير مي‌گذارد و برطرف كردن آن‌ها مي‌تواند محيط كارآفريني را بهبود بخشد. در سطح دوم، پيچيدگي سياست‌گذاري و عدم وجود رويكرد سيستماتيك و برنامه‌ريزي بلندمدت بر تصميم‌گيري‌ها و ثبات اقتصادي تأثير مي‌گذارد، و بهبود هماهنگي ميان نهادها مي‌تواند به تسهيل كارآفريني كمك كند. نهايتاً، سطح سوم به چالش‌هاي كلاني در زمينه سياست‌گذاري و نوآوري و توسعه فناوري مي‌پردازد و فقدان چارچوب‌هاي مناسب براي حمايت از كارآفريني و توسعه فناوري، مانع پيشرفت در اين عرصه مي‌شود. بهبود و توجه به اين سطوح به ايجاد يك اكوسيستم حمايتي منجر مي‌شود كه مي‌تواند تحولات قابل توجهي در صنعت دامپروري ايجاد كند.اين پژوهش مي‌تواند راهكارهاي نوآورانه و عملي را براي سياست‌گذاران و فعالان حوزه دامپروري ارائه دهد و به‌عنوان منبعي مفيد در جهت بهبود شرايط كسب‌وكار و تقويت اقتصاد ملي عمل كند. همچنين، اين نتايج مي‌تواند به ارتقاء سطح زندگي مردم و بهبود امنيت غذايي كمك نمايد.

Identifying and structuring the future issues of public policy in the field of early-impact entrepreneurship (Study case: Iran's animal husbandry industry)

Abstract: This research aims to identify and structure the challenges facing public policy in the field of early-stage entrepreneurship within the country’s livestock industry. Livestock farming is recognized as one of the vital sectors of every country's economy and a key contributor to food security. Given the rising population and increasing demand for animal products, the importance of early-stage entrepreneurship in this industry is clearly evident.In this context, identifying the barriers and challenges in the path of entrepreneurship can serve as a prerequisite for sustainable and effective development in this field. The research methodology employed in this study is mixed, utilizing both qualitative and quantitative techniques. Data were collected through library research and semi-structured interviews with nine experts. For data analysis, thematic analysis and structural interpretative modeling methods were used. The final results of this study are presented in the form of six ultimate themes across three levels: The first level includes administrative and cultural issues, the quality of education and research, and weak scientific communication, all of which impact the attitudes and behaviors of entrepreneurs. Addressing these issues can improve the entrepreneurial environment. The second level deals with the complexities of policymaking and the lack of a systematic approach and long-term planning, which affects decision-making and economic stability. Improving coordination among institutions can facilitate entrepreneurship. Finally, the third level addresses broader challenges in policymaking and innovation, highlighting the absence of appropriate frameworks to support entrepreneurship and technology development, which hinders progress in this area. Focusing on improving these levels can lead to the establishment of a supportive ecosystem capable of engendering significant transformations in the livestock industry. This research can provide innovative and practical solutions for policymakers and stakeholders in the livestock sector and serve as a valuable resource for improving business conditions and strengthening the national economy. Furthermore, these findings could contribute to enhancing the quality of life for people and improving food security.
