This research whose subject is investigation of gap between expectation & perceptions of citizens in relationship with assistant director's services of social cultural affairs related to municipality of district 2- area 1 on the basis of Kano model's dimensions and analysis of gap has been done , and it's goal is to investigate relationship between expectation and citizens perceptions from services related to social- cultural assistant director in relationship with municipality of district 2-area1. Municipality as one of the organizations whose performances and activities are for provision of public interests has a key role not only in urban system but also in protection and management of city. Now a day's development of plans and main tenancy of social order also performance of policies have been related to decisions and cooperation of numerous people; therefore, citizen's aspect in proportion to organization's performance especially municipality will be an important factor for being successful or unsuccessful of future plans. This research including 3 major hypotheses, major hypotheses measure effect of every Kano model's dimensions on difference between expectation and citizens, perceptions from services related to municipality's social – cultural organization. This research is a practical research purposefully. And this is a kind of descriptive and after the event thus after the event research is a research in which a researcher measures possible cause of dependent variable. Because independent and dependent variable have been occurred in the past, so this kind of non experimental research is known as after the event. Purpose of his research is to determine and investigate gap between expectation and citizen's perceptions from services of assistant director related to municipality's cultural and social of fairs.Cross – sectional of this research have been collected by questionnaire and interview in month of December 2010 throughout district 2 related to region 1 municipality of Tehran city. Total population including (area 2) citizens related to region 1 municipality of Tehran city that while doing research they have been referred to their house. Sample size is 400 also desirable specifications through descriptive statistic and hypotheses through inferential statistic have been investigated along with using of collected data.Result of research shows that there is significant difference between expectations of citizens for every 3 dimensions including: basic services functional and motivational of municipality along with their perceptions from every 3 dimensions.
