بهينه‌سازي فرايندهاي ايمني در پروژه‌هاي ساخت‌وساز

چكيده در كشور ما صنعت ساخت‌وساز ازلحاظ بررسي وضعيت ايمني، بهداشت و محيط‌زيست كمتر موردتوجه قرارگرفته است و يكي از پرمخاطره‌ترين صنايع به شمار مي‌رود، به‌گونه‌اي كه حدود 35 % از حوادث كل كشور در اين بخش رخ مي‌دهد كه نيازمند فرهنگ‌سازي ايمني، بهداشت و محيط‌زيست در بين عوامل ساخت‌وساز هست. هدف از اين تحقيق، شناسايي عوامل مؤثر بر پياده‌سازي فرايند ايمني در صنعت ساخت‌وساز و اولويت‌بندي آن‌ها در كارگاه‌هاي ساختماني هست كه با توزيع پرسشنامه‌اي ميان خبرگان و جمع‌آوري داده‌هاي تحقيق و تجزيه‌وتحليل داده‌ها نشان داد كه استفاده از تجهيزات حفاظت فردي بسيار ضعيف، رعايت موارد ايمني و بهداشت و تجهيزات ايمني و بهداشت در حد ضعيف در كارگاه‌ها اجرا مي‌شود. به نظر مي‌رسد كه بحث آموزش، فرهنگ ايمني و اعمال قوانين سخت‌گيرانه در خصوص اجراي آيين‌نامه كار براي بهبود اين شرايط و درنتيجه كاهش حوادث ﻻزم است. معيارهاي اصلي مؤثر بر بهينه‌سازي فرايند ايمني در پروژه‌هاي ساخت در مطالعه حاضر عبارت بودند از: ايمني رويداد حادثه ، ايمني پروژه‌هاي مخاطره‌آميز ، مديريتي. كه بر اساس نتايج تجزيه‌وتحليل به اين نتيجه رسيديم كه معيار عوامل ايمني رويداد حادثه از بيشترين اولويت، معيار ايمني پروژه‌هاي مخاطره‌آميز در اولويت مياني و معيار مديريتي از كمترين اولويت برخوردار است. كه علت آن مي‌تواند اين موضوع باشد كه درزمينهٔ بهينه‌سازي فرآيند ايمني هرچه بتوان جلوي حادثه را با ايمني بيشتر گرفت و از خطرات احتمالي جلوگيري كرد، ايمني در پروژه‌هاي ساخت بيشتر خواهد بود. زيرمعيارهاي ايمني رويداد حادثه عبارت‌اند از:‌ مناسب بودن گروه وظايف و مسئوليت‌ها ، مناسب بودن سامانه ارزيابي خطرات خانگي ، تقاضا براي روش‌هاي كاري امن و عمل طبق سامانه‌هاي مجاز كار، آموزش امنيت و گواهي گروه مديريت و عاملان آموزش امنيت به كارگران، بررسي‌هاي منظم از فعاليت‌هاي پرخطر و محيط كاري. به اين نتيجه رسيد كه تقاضا براي روش‌هاي كاري امن و عمل طبق سامانه‌هاي مجاز كار از بيشترين اهميت برخوردار است و بررسي‌هاي منظم از فعاليت‌هاي پرخطر و محيط كاري در اولويت آخر است. زيرمعيارهاي مديريت به ديگران به ترتيب اولويت عبارت‌اند از: آموزش به كارگران كه از بيشترين اهميت برخوردار است,كيفيت درك شده, نظارت مؤثر بر كار كارگران, نظارت مؤثر از سوي مهندسين ناظر ساختماني و نظارت مؤثر از سوي نهادهاي مسئول از كمترين اهميت برخوردار است. واژگان كليدي: پروژه‌هاي ساخت‌وساز ، فرايندهاي ايمني ، كيفيت درك شده

Abstract: In our country the status of the construction industry in terms of safety, health an​d environment has been less noticed an​d is one of the most hazardous industries, So that the whole country is about 35 per cent of accidents occur in this sector requires a culture of safety, health an​d environment are among the factors construction.
