چكيده از گذشته تا كنون سازمان‌هاي كوچك و متوسط مردم نهاد نقش بسزايي در عرصه فرهنگ كشور ايفا كرده و موجب ماندگاري و تقويت فرهنگ ديني و ملي ما شده‌اند. پس از پيروزي انقلاب و تحميل جنگ فرهنگي غرب عليه كشور ما، اهميت اين سازمان‌ها در تقويت فرهنگ ديني و ملي دوچندان شده است. از سويي ديگر ماندگاري و تقويت اين سازمان‌ها با ارزيابي مستمر عملكرد آنها و بهبود شرايط‌شان رابطه‌اي مستقيم دارد. متاسفانه روش‌هاي علمي و آكادميك ارزيابي عملكرد تاكنون كمتر در مورد اين سازمان‌ها بكار رفته است. اين تحقيق سعي كرده است با اخذ يك نمونه 8 تايي از فعال‌ترين سازمان‌هاي مردم‌نهاد فرهنگي در عرصه توليد كتاب و نرافزارهاي فرهنگي، مدل بومي جهت ارزيابي عملكرد آنان ارائه دهد. براي تحقق اين مهم با استفاده از ادبيات موضوع به استخراج مدل مناسب ارزيابي عملكرد پرداخته شد كه در نهايت اين مدل با استفاده از نظر خبرگان تكميل گرديد. سپس براي بدست آوردن اطلاعات لازم از مديران اين سازمان‌ها مصاحبه به عمل آمد. يكي از اهداف اصلي اين پژوهش مقايسه كارايي سازمان‌ها و رتبه بندي آنان بود كه بر اين اساس روش تحليل پوششي داده به عنوان يكي از موثرترين روش‌ها انتخاب گرديد. براي استفاده از اين روش لازم بود تا اطلاعات كمي وارد مدل گردد. لازم بود تا اطلاعات كيفي بدست آمده از مصاحبه‌ها به داده‌هاي كمي تبديل گردد. بر همين اساس مصاحبه‌ها به 20 نفر از كارشناسان فعال در حوزه موسسات فرهنگي عرضه گرديد. بر اساس نظر اين كارشناسان، مولفه‌هاي ورودي و خروجي سيستم كمي‌سازي گرديد. سپس با استفاده از روش تحليل پوششي داده و مدل CCR مضربي ورودي محور داده‌ها مدل شده و حل گشتند. در اثر حل چهار موسسه بر روي مرز كارايي قرار گرفته و چهار موسسه ديگر رتبه‌بندي شدند. براي رتبه بندي واحدهاي كارا نيز از روش كارايي متقاطع استفاده گرديد و به اين ترتيب هر 8 موسسه رتبه بندي گرديدند. واژه‌هاي كليدي: سازمان فرهنگي، مردم نهاد، ارزيابي عملكرد، تحليل پوششي داده

Abstract: From past to present SME has played a significant role in the our country's culture an​d contributing to sustainability an​d strengthening our national an​d religion culture. After the victory of the revolution an​d war of the West against our country, the importance of these organizations in strengthening religious an​d ethnic minorities has doubled. On the other hand the survival an​d strengthening of these organizations has a direct relationship to continuous assessment of their performance an​d improve their conditions. Unfortunately, academic performance eva​luation methods have been used less about these organizations. This study has tried to obtain a sample of the most active NGOs in terms of cultural books an​d software, they offer native model for performance eva​luation. To achieve this goal using performance eva​luation model was extracted from the literature. That ultimately this model was completed using the experts' opinions. Then, to obtain the necessary information from the managers of these organizations were interviewed. One of the main objectives of this study was to compare the performance of organizations an​d their ranking is based on DEA method was selected as one of the most effective methods. To use this method, it was necessary to be very little information into the model. It was necessary to qualitative information obtained from interviews with quantitative data will become. Based on interviews with 20 experts in the field of cultural institutions was released. According to the experts, input an​d output components of the system were quantification. Then, using a multiple CCR DEA an​d model were solved. Four of the resolution on the efficient frontier an​d four other institutions were ranked.
